38 -- SCOUT SNIPER NIGHT ENHANCEMENT DEVICE SOL M67854-95-R-2153 POC CONTACT MS. KRIS RINALDO, FAX: 703/640-5826. The Marine Corps Systems Command intends on issuing a Request for Proposal (RFP) on or about 15 March 1995 for a Scout Sniper Night Enhancement Device (SSNED). The SSNED shall be an image intensified telescopic observing/aiming device which operates passively with, and interchanges between, both the 7.62 mm M40A1 Sniper Rifle and the .50 caliber M82A1A Special Applications Scoped Rifle (SASR). Principal threshold (required) characteristics: (a) enable the user an 80% probability of identifying the friend or foe status of man sized targets (.5 meter x 2 meters) at 400 meters under clear air starlight conditions, (b) enable the user an 80% probability of identifying the friend or foe status of vehicle sized targets (2.3 meters x 2.3 meters) at 800 meters under clear air starlight conditions, (c) be capable of one (1) Minute of Angle targeting accuracy with M118 7.62 mm Special Ball ammunition to a distance of 1,000 yards, (d) be capable of two (2) Minutes of Angle targeting accuracy with caliber .50 ''Raufoss Type B'' Armor Piercing Incendiary ammunition to a distance of 1,000 yards, (e) operate passively inaudible to the unaided ear beyond 5 meters, (f) maintain zero throughout a 72 hour sniper mission, (g) maintain zero throughout the prone shoulder firing of 100 rounds, both 7.62 mm and caliber .50 ammunition, (h) retain zero to within 1/2 Minute of Angle if operationally detached and reattached, (i) cause no significant change to current sniper's tactics, techniques, and procedures, (j) provide necessary eye relief to ensure user safety, (k) enable the user an 80% probability of detecting man-sized targets (.5 meter x 2 meters) at 800 meters under clear air starlight conditions, (l) enable the user an 80% probability of detecting vehicle sized targets (2.3 meters x 2.3 meters) at 1,000 meters under clear air starlight conditions, (m) attach and zero easily to the M40A1 and M82A1A sniper rifles by the user using current issued equipment, (n) operate without degradation after submersion in fresh water to a depth of not less than three feet for not less than 30 minutes, (o) provide a means to protect the user from directed energy weapons, (p) be powered by readily available commercial and/or military batteries, (q) provide an indicator within the field of view of the scope that notifies the user when less than .5 hour of battery life remains, (r) provide an ON/OFF control that will provide continuous gain adjustment when in the ON position, (s) possess a minimum magnification of 7x or greater, (t) possess a minimum field of view of two (2) degrees, (u) possess a focus adjustment range from 25 meters to infinity, (v) possess a diopter adjustment for the fine tuning of system focus to match individual shooter's vision needs, (w) the sight with batteries only, will weigh equal to or less than five (5) pounds, (x) the mounting system will weigh less than one (1) pound, (y) if the system proposed uses the dayscope as its eyepiece it will require no modification to the day scope (modification to the scope mounting system is acceptable), (z) if the system proposed uses the dayscope as its eyepiece it shall be attachable to and removable from the day scope in the field by the operator using current issued equipment, (aa) if the system proposed uses the dayscope as its eyepiece it will not degrade the daylight functioning of the day scope, (bb) if the proposed system incorporates its own eyepiece, it will provide for operation with either M40A1 sniper rifle or the M82A1A SASR via interchange of modular parts at the organizational level yielding: (i) a 7.62 mm version in which the elevation drum is calibrated from 1 - 1,000 meters in 100 meter increments, (ii) a caliber .50 version which the elevation drum is calibrated from 100 - 1,800 meters in 100 meter increments, (cc) if the proposed system incorporates its own eyepiece, it shall have a duplex reticle with heavy outside cross hairs and fine cross hairs with marks at 1 mil intervals, (dd) if the proposed system incorporates its own eyepiece, it shall have a elevation and windage drum which allows the user to estimate ranges with the reticle and then dial the exact range and windage on the elevation and windage drum, (ee) if the proposed system incorporates its own eyepiece, it will not require the user to count fine tune ''come ups'' or look at index lines during targeting, (ff) if the proposed system incorporates its own eyepiece, it will have fine tune elevation and windage adjustment, in increments of .5 Minute of Angle, that permits the user to adjust the sight to achieve target hits over all required engagement ranges to compensate for variations in altitude, temperature, humidity and different shooter's zeros. The adjustment must produce an audible click for each increment, (gg) if the proposed system incorporates its own eyepiece, it will be designed so that all elevation and windage corrections can be reached within a single turn of the elevation and windage drums, (hh) if the proposed system incorporates its own eyepiece, it will provide a means to adjust for parallax, (ii) if the proposed system incorporates its own eyepiece, it will be designed so that the .50 caliber version will be shop/armorer zeroed by adjusting the mount vice the windage and elevation drums, (jj) spare sub-assemblies will be physically and functionally interchangeable between systems without degradation of performance, (kk) incorporate a top or side mounting surface to allow mounting and boresighting of future cooperative optical, thermal and laser devices. Selected objective (desirable) characteristics: (1) enable the user an 80% probability of detecting a man sized target (.5 meter x 2 meter) at 1,800 meters under clear air starlight conditions, (2) enable the user an 80% probability of detecting vehicle sized targets (2.3 meters x 2.3 meters) at 2,000 meters under clear air starlight conditions, (3) powered by AA alkaline or BA-3058/U batteries, (4) provide an indicator within the field of view of the scope that notifies the user when 50% battery life remains, (5) possess a magnification of 10x, (6) a combination of narrow-to-wide field of view, (7) the sight with batteries will weigh equal to or less than three (3) pounds, (8) the mounting system will weigh equal to or less than one half pound, (9) require no modification of the day scope and no modification to the mounting system, (10) if the system proposed uses the dayscope as its eyepiece it shall be attachable to and removable from the day scope in the field by the user using no tools, (11) a 7.62mm version in which the elevation drum is calibrated from 1 -1,000 meters in 50 meters increments to be observable by sight and detectable by tactile response to the user, (12) .50 caliber elevation drum will be divided into 50 meter increments to be observable and detectable from 100 - 2,000 meters, (13) provide a means to measure wind speed, (14) provide a fine tune windage and elevation digital display within the telescope, (15) permit the user to zero the mounting system for the .50 caliber version, (16) interchanges will be made without any modification or adjustment to spare parts or subassemblies at the third echelon of Marine Corps maintenance. All respondents to this RFP will be required to submit two (2) bid sample test items, at no cost to the Government, with a written Cost and Technical Proposal for a Capabilities Assessment (CA) and Preproduction Qualification Test (PQT) in support of the Government's source selection. Upon completion of these tests, an award for 10 units will be made to the offeror whose product is technically acceptable and offers the best overall value to the Government. The 10 units will undergo Operational Testing and Evaluation (OT&E), and based on the results of the OT&E, the Government will make a decision to exercise the option quantity of 417 units. The Government will not be responsible for damages incurred to bid sample test items. Request for solicitation shall be in writing and shall include a capability statement which demonstrates the company's requisite knowledge, expertise, and responsiveness. All responsive sources may submit a proposal which shall be considered. No telephonic requests will be accepted.
