Deborah J. Dowty, Contracting Officer. Upgrade the Air Cargo Hanlding
System at the Air Freight Terminal and the Explosive Complex at Dover
AFB Delaware. In the Air Freight Terminal, replace multi-pallet
elevating transfer vehicle, rails and fill in existing in-floor scale;
provide a pre-pack dock consisting of three powered staging dock
extensions, transfer decks and a shared single pallet lift and scale
section; upgrade scale display for 14 pallet lifts; and provide
additional power feed rails for existing single pallet elevating
transfer vehicles. In the Explosive Complex, provide two six position
free-standing highline gravity roller conveyor decks with personnel
walkways, and extend three powered highline staging docks and provide
personnel walkways for the docks. Note that 463L pallets are used, and
they are 88 inches by 108 inches and can weigh up to 10,500 pounds.
This project includes all foundations, electrical work, and site
preparation, inside and outside the existing air freight terminal,
necessary to accommodate the system. Please note that only those
offerors who meet the following experience qualification requirements
will be considered for award. The Offeror shall demonstrate experience
during the past five years in the design, manufacture, software
development, installation, and acceptance testing of two transfer
vehicle systems and three air cargo systems with all associated
controls. At least one of the systems shall have included as part of
the system a transfer vehicle, powered staging dock conveyors, and
associated controls. The Offeror shall provide a summary of proven
qualifications and experience in providing the transfer vehicles and
air cargo systems with the proposal. At least one transfer vehicle
system and two of the air cargo systems shall have been in the United
States. An air cargo system containing a transfer vehicle shall count
as one air cargo system and one transfer vehicle system. The Offeror
shall have been the prime contractor for the projects or the prime
subcontractor for the transfer vehicle system or air cargo system if
the project was part of a larger construction project. The Offeror
shall provide with the proposal references for the systems mentioned
above. An Ombudsman has been established for this acquisition. The ONLY
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposed
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns beofre resorting to use of the Ombudsman, Colonel Robert C.
