NIH intends to procure on a sole source basis for the purchase of specified strains of transgenic mice and rats of various ages, weights, and sex from Genpharm International, 2375 Garcia Avenue, Mountain View, California, 94043 for one (1) twelve month period with options to renew for four (4) additional one-year periods. It is believed that Genpharm International is the sole-source for this requirement under the authority of FAR 6.302-1 because of the following: Genpharm International has previously been awarded multiple purchase orders to provide specified transgenic strains of mice and rats at various quantity, sex, ages and weights, as requested by NIH investigators. Investigators have established baseline research data by utilizing animals that were consistently obtained from Genpharm International. Deviations in procedures used by different companies to house, breed, feed, water, handle, monitor health, perform surgical procedures, ship, etc, result in production of animals with slight or significant changes in response to different types of experimental manipulation. In addition, Genpharm International provides a small number of transgenic strains of mice and rats that are needed by NIH investigators and are not available anywhere else in the world.
