PSA-1261, page 26. Description of COTS Radar data processing equipment
to be procured in support of the Yuma TARS site is hereby revised as
follows: The Air Combat Command Contracting Squadron intends to
competitively acquire a Surveillance and Tracking Radar Processor
(STRAP) to interface with the command's surveillance systems. The STRAP
equipment will be capable of processing primary surveillance and/or
secondary surveillance input data to produce digital radar target plot
messages in various output formats (i.e., FAA Common digitizer, NTDS,
S311 and SRR formats). Messages contain information reporting: target
positions (range, azimuth, altitude); target identities (beacon code);
weather intensity contour levels; and correlations between surveillance
and beacon tracks. Messages will be output via modems for relay to a
remote command and control center (i.e., ROCC, SOCC, C3IW). Targets of
particular interest are low-flying, slow-moving aircraft. While
simultaneously maintaining inherent target detection sensitivity, the
maximum output false alarm rate will be kept low (i.e., an average of
five or less false alarms per antenna rotation) to prevent overload at
the remote operations center. As a minimum, the STRAP equipment shall
accept inputs from and be interoperable with the following fixed,
mobile, and airborne radar surveillance systems: AN/GPN-12, AN/GPN-20,
AN/GPN-27, FAA ASR-5 series, ASR-7, ASR-8, AN/TPN-24, AN/MPN-14K,
AN/TPS-43 series, AN/TPN-59, AN/TPS-63, AN/TPS-70, AN/TPS-75, L-88 and
L-88A. The equipment will also accept input from Secondary
Surveillance Radar (SSA) systems conforming to the AIMS-1000 standard.
It will be capable of accepting input from any of these radar systems,
whether analog or digital, without resort to hardware modifications.
Inputs will include normal, weather/clutter and MTI/MTD video data;
azimuth and timing data (i.e., ACPs, ARPs); SSR video; primary
triggers; and beacon trigers. Electrical interfaces can be expected to
conform to RS-232C, RS-422 or RS-449 standards. The primary output of
the equipment will be digital radar and/or SSR target plots that
comply with the previously mentioned military/civilian surveillance
message formats. In addition, weather contour plots will be output in
appropriate formats. Messages from the STRAP will be transmitted via
modem at various digital data rates as selected by the site operator.
The equipment will provide for internal digital to analog conversion of
the outgoing messages to PPI video for local verification of output.
The requirement is for FY 95. The solicitation issue dat is on or about
12 April 1995 and the closing date is on or about 24 May 1995. Proposed
contract will be awarded as Indefinite Delivery/Indefinite Quantity and
will call for a basic performance period with four one year options.
