agency announcement as contemplated in FAR 6.102(d)2, and is expected
to result in a grant. A separate solicitation document will not be
issued. NASA is seeking a qualified source to provide support for
ongoing planetary research activities by the scientific community by
processing of the scientific data received from the sensors flown
onboard the Clementine spacecraft. Processing sought must result in all
the following: a) Global Multispectral Image Cube mosaics; b) Polar
high-resolution mosaics; c) Global long-wave infrared mosaics; and d)
Digital elevation models derived from stereo images. It will be the
responsibility of the grant recipient to transfer the processed data to
the Planetary Data System (PDS) in CDROM form and in PDS compliant
format for distribution by September 1996. The proposer must possess
the following: 1) expertise and experience in processing of deep space
image sensor data; 2) knowledge of pre-launch and in-flight
calibration of image sensors that collected image data on Clementine
spacecraft; 3) ability to provide necessary facilities such as
computing equipment. Interested parties may submit a proposal in
response to this notice. Proposals from outside the US will not be
funded by NASA, and would need to be supported by their national
agency. In order to be considered responsive, prospective officers must
include as part of their proposal: a) transmittal letter or prefatory
material; b) statement on restriction of use and disclosure of proposal
information; c) abstract describing the objectives of the proposed
effort and the method of approach; d) project description; e)
management approach; f) personnel; g) facilities and equipment; h)
proposed costs; i) security (if applicable); j) current support; k)
special matters. Proposals should not exceed 15 pages in length.
Proposals will be evaluated based on relevance to NASA's objectives,
intrinsic merit (also including factors 1-3 above) and cost (all of
approximately equal weight). Selection decisions will be made by the
Director, Solar Systems Exploration Division, following peer review of
the proposals. Proposals (5 copies) must be submitted within 45 days
of publication of this solicitation to Joseph M. Boyce (LP), Solar
