Center intends to issue Request for Proposal (RFP)5-14836/240 on a sole
source basis for a firm fixed price contract with Cryomagnetics,
Incorporated, to provide two low-current, superconducting, actively
shielded, space flight qualified magnets. Both magnets shall have a
maximum central field of at least 2.0 Tesla (T). One magnet will become
part of an Adiabatic Demagnetization Refrigerator (ADR), which is part
of the X-Ray Spectrometer Instrument (XRS). The second magnet will be
a flight spare. The contractor will design, fabricate, and test the
magnets on mandrels provided by GSFC. Since the XRS Instrument is on a
extremely tight schedule, the flight qualified magnet must be
delivered by August 1, 1995, and the flight spare must be delivered by
September 1, 1995. Cryomagnetics, Incorporated is considered uniquely
qualified under the statutory authority of 10 U.S.C. 2304 (c) (1), as
Only One Responsible Source. Over the past several years,
Cryomagnetics has designed and fabricated four similar superconducting
magnets for the XRS and other NASA space flight programs. As a result
of these efforts, Cryomagnetics has furthered its unique capabilities
in the field of superconducting space flight magnets. This requirement
is a continuation of an existing NASA effort and requires extensive
knowledge of the previous work performed. Cryomagnetics' unique
knowledge and experience in this field is invaluable and could not be
obtained from any other source. Overall, we believe that Cryomagnetics
is the only company that can provide reliable magnets capable of
meeting the complex specifications without significant development time
and cost, which would impact the XRS schedule. This RFP is scheduled to
be released on or about February 22, 1995. Any other parties desiring
consideration are requested to fully identify their capabilities in
writing within fifteen (15) days of the publication of this synopsis to
