ANSLATION SOFTWARE AND DICTIONARIES POC H. Oeters, (513) 255-3273. The
National Air Intelligence Center (NAIC) is presently contemplating a
superseding, 5 year, single award, contract for continuing development
of machine translation (MT) software and the expansion of dictionaries
which are integral to the functioning of NAIC's Systran MT systems.
NAIC has been developing, operating, and maintaining Systran MT systems
since 1969. The Systran MT Systems are the only known MT systems that
cover the wide range of systems of interest to NAIC and which employ
the context-sensitive language analysis that is compatible with the
NAIC's systems. In addition, Systran MT systems have been identified as
the only Department of Defense Intelligence Information System (DODIIS)
migration MT System by the DODIIS Migration Board. The successful
contractor will be required to provide dictionary, linguistic, and
systems modifications to be delivered as updated source and object-code
software. Potential sources must provide the following in response to
this announcement: (1) evidence of previous experience working with C
and IBM Assembler languages, MVS, CMS, SunOS 4.x, and Solaris 2.x
operating systems and using existing Systran MT System linguist macros,
(2) identify key management personnel and senior linguists qualified in
Russian, German, Spanish, French, Japanese, Korean, Italian,
Portuguese, and Chinese languages, (3) evidence of prior experience in
the development of MT systems, and (4) evidence of the capability to
perform a minimum of 50 percent of the work levied by this contract
in-house. Failure to demonstrate capability in any one of these areas
may result in the offeror being denied consideration for this
procurement. All respondents shall indicate whether they are large or
small business in relation to SIC 7389, size standard $5.0M. The
government reserves the option to set this acquisition aside for small
business. All responses will be evaluated against the criteria listed
in this announcement. Limit responses to 10 pages or less. Foreign
participation on this contract is not authorized. Sources are requested
to submit their responses within 30 days after publication of this
announcement. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors, when an offeror prefers not to use
established channels to communicate his concerns during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use the Ombudsman. Potential offerors are
