contract may consist of, but not be limited to, the utilization of
experience and current knowledge and skills in investigating site
conditions and existing inoperable systems and recommending optimum
electronic security systems solutions, preparing design packages and
criteria documents, and reviewing current criteria and designs.
Engineering analyses, state-of-the-art and other special studies,
production engineering services, participation in predelivery tests,
field tests and engineering surveys may also be required. The time
period of the proposed services is one year with one additional option
year. An award date is planned for 10 May 95. This will be an
indefinite delivery order contract with a maximum total contract award
of $750,000 per year with $150,000 maximum per delivery order. The
Government's minimum obligation under this contract will be $15,000 for
the basic contract and $7,500 for the option year(s). Funds are
available for award of this contract. The following evaluation criteria
for this proposed contract are mandatory requirements and are related
to one or more of the evaluation factors in Note 24: (1) Demonstrate
recent (within the last six years) experience in design and
installation supervision of centrally monitored interior and exterior
IDS and CCTV assessment system for DoD installations including cost
estimating, specification writing, and installation drawing
preparation, (2) Demonstrate recent (within the last six years)
experience in conducting IDS site surveys at DOD installations
including preliminary cost estimating and conceptual system design, (3)
Demonstrate expertise in the disciplines of electrical engineering,
electronics engineering, civil engineering, and architecture, (4)
Demonstrate an organizational structure and project team management
plan that addresses how the various prime, subcontractor, and/or joint
venture participants will function as a cohesive unit and how the team
will be centrally managed to provide design drawings on a
computer-aided design and drafting (CADD) system. All final drawings
will be computer-generated, plotted and provided in a format and medium
that will permit their loading, storage, and use without modification
or additional software on the Huntsville Division graphics system which
consists of Intergraph Corporation-supplied microstation version 5.0
software with a 3 1/2-inch, 1.4 Mbyte disk drive. State the CADD system
to be used and demonstrate how it is compatible with the Huntsville
Division system. Factors 1 and 2 above are of equal importance and are
more important than factors 3 and 4 which are of equal importance.
Relevant factors for selection will include the firm's current and
anticipated workload during the time frame of this proposed contract.
Also, see Note 62. Responding large business firms are strongly urged
to consider the award of subcontracts to small-disadvantaged and other
small business firms. Responding firms are requested to state whether
they are small business, small-disadvantaged business, and/or
woman-owned business in item 5 of the SF 255. Geographical location of
the firm will not be a factor in the selection process. Interested
firms are requested to state in block 10 of the SF 255 response the
value of all A-E contract awards to the firm, including modifications,
by the Department of Defense during the previous 24 months as of the
date of this announcement. Submittals must be received at the address
indicated above not later than COB 30 calendar days from the date of
this announcement with day 1 being the next day after publication. If
the 30th calendar day falls on a weekend or a holiday, the last day for
