COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 9,1995 PSA#1280The Foreign Government Standards section lists notices of proposed
changes in foreign standards and certification systems which could
effect U. S. exports. Background: Under the General Agreement on
Tariffs and Trade (GATT) Agreement on Technical Barriers to Trade
(Standards Code) the following nations have agreed to provide advanced
notices of their central government's proposals concerning their trade
related standards: Argentina, Austria, Belgium, Brazil, Canada, Chile,
Czechoslovakia, Denmark, Egypt, Finland, France, West Germany, Greece,
Hong Kong, Hungary, India, Ireland, Israel, Italy, Japan, Korea,
Luxembourg, Mexico, Netherlands, New Zealand, Norway, Pakistan,
Philippines, Portugal, Romania, Rwanda, Singapore, Spain, Sweden,
Switzerland, Tunisia, United Kingdom, United States, Yugoslavia, and
the European Economic Community. Such standards and certification
requirements, if adopted, can be of concern to U.S. exporters.
Accordingly, we publish brief descriptions of proposed mandatory
standards activities as soon as possible after receipt from adhering
nations. Persons interested in the full text of a proposal should
obtain a copy from the Office of Standards Code and Information,
National Institute of Standards and Technology, TRF Building, Room
A163, Gaithersburg, MD 20899 (telephone number 301/975-4036). Please
specify the assigned Technical Barriers to Trade (TBT) notification
number. The Office of Standards Code and Information requests copies of
proposed regulations from the GATT inquiry point in the country
concerned. After review of the text of the proposed standard or
certification system, an exporter who believes that such a standard or
system may unjustifiably impede his exports should, as soon as
possible communicate his concerns to the Office of Standards Code and
Information (address above) (telephone number 301/975-4037). Even if
the final date is insufficient time for comments, interested persons
may still wish to register their views. All comments will be forwarded
