COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 9,1995 PSA#1280DEPT. OF ENERGY (DOE) SMALL BUSINESS INITIATIVES PROGRAM The U.S.
Department of Energy (DOE), its laboratories, and production facilities
are committed to helping small businesses in the United States to
improve the cycle from new ideas and product innovation to product
development and commercialization. To achieve this goal, the DOE has
put in place a Small Business Initiatives Program which lets small
businesses tap into technical capabilities that have been developed and
refined over the past 50 years as a part of its national defense,
energy and technology missions. DOE's objective in offering this
assistance is to establish mutually beneficial technology partnerships
that can leverage advanced technologies and enhance the U.S. position
in the ever changing global marketplace. This opportunity allows DOE's
laboratories and production facilities to partner with small businesses
in a number of cooperative research and development projects that are
focused at resolving technical problems and/or product development
issues for the small business and provides dual-use benefit to the DOE
facilities. Partnership projects do not exceed $50K, which is applied
to supporting the effort of DOE facilities personnel working on the
project. The small business partner in the project is considered to be
an equal partner and will need to match the contribution of DOE to the
partnership. However, this matching contribution from the small
business partner can be cash or in-kind (i.e., staff, material,
equipment, etc.). Sandia National Laboratories (Sandia) is one of the
participating laboratories in this program. Typically, Sandia will
place internal calls once or twice a year for submitting proposals by
its technical staff for funding such partnerships. Hence, it would like
to encourage small business to establish appropriate technical contacts
within Sandia if interested in participating in such partnerships. The
Technology Transfer Office at Sandia can help in identifying such a
contact if the small business can provide a brief description of the
technical problem/project it is interested in collaborating with Sandia
and, there is a match to the project with Sandia's technical
capabilities. Every effort will be made to identify a technical contact
for each submission even though a guarantee cannot be made to do so. By
this announcement, Sandia is soliciting expressions of interest as
described above from small businesses for collaborative partnerships
for funding considerations during FY96(October 1, 1995 - September 30,
1996). The writeup should include information about the company
including location, number of employees, product line and annual gross
sales ($), a brief description of the problem and the associated area
of technical interest and, the company's potential contribution to the
potential collaboration. Please do not include any proprietary
information in your proposal. Please submit this by close of business
