CALL FOR EXPRESSION OF INTEREST TO OWN/OPERATE UTILITY SERVICES ON VINT HILL FARMS STATION Due 033195. POC: Mr. Owen Bludau, Executive Director, Vint Hill Economic Adjustment Task Force, (703) 347-6965. Call for expressions of interest to own/operate utility services on Vint Hill Farms Station. The Vint Hill Economic Adjustment Task Force is soliciting expressions of interest from utility providers to service the 701-acre, former U.S. Army Station at Vint Hill Farms. Located in the Northern Virginia Piedmont area 45 miles west of Washington, D.C., this ideally situated facility is being planned as an employment center after transfer from the U.S. Army. Utility systems that now exist on-site and that will be needed for the planned mixed-use site include: primary electrical distribution and back-up power generation; water production treatment and distribution; wastewater collection and treatment; natural gas distribution; communications; alarm system services; storm-water collection; street and light operation and maintenance; cable television distribution; and solid waste collection and disposal. Submit expressions of interest not later than 4:30 P.M., March 31, 1995, to Vint Hill Economic Adjustment Task Force, ATTN: Mr. Owen Bludau, Executive Director, 26B John Marshall Street, Warrenton, VA 22186. It is the intent of the Task Force to utilize the expressions of interest to prequalify firms with the capacity and capability to provide services to the redeveloped site. The draft land reuse plan is expected to be available for review on March 1, 1995. Utility providers may arrange site visits during February and March 1995 by telephone at (703) 347-6965 or facsimile at (703) 349-2304. Current Department of the Army mapping of each system, system analysis, O&M costs, and populations currently served will be available after January 15, 1995 from O. Bludau. Qualified firms will ultimately be invited to submit service proposals for evaluation and negotiations. Expressions of interest should demonstrate the capacity and capability of each utility provider to service this property in the future and should also address the following: (a) ability to expand the existing infrastructure and capacity to meet anticipated reuse plans; (b) your analysis of the current infrastructure system conditions; (c) the difference between the current condition of the infrastructure system and your particular standard; (d) your rate structure methodology, and (e) your preferred system ownership/operations format.
