COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 9,1995 PSA#1280NOTICE OF SOLICITATION FOR COST SHARING COOPERATIVE AGREEMENT PROPOSALS
FOR INDIAN ORGANIZATIONS The Defense Logistics Agency will issue on/or
about 10 March 1995 a solicitation for cooperative agreement proposals
to assist Indian-owned economic enterprises and tribal organizations,
in establishing or maintaining procurement technical assistance
activities to help Indian-owned business firms market their goods and
services to the Department of Defense (DoD), other federal agencies,
and state and/or local government agencies. Recipients of funding under
this program must provide services to business firms located on Indian
reservation(s). Cooperative agreement awards will be made
competitively based on the evaluation of proposals received. The DoD
cost sharing will not exceed 75% of the net program cost excluding any
Federal funds not authorized to be shared and other income. The DoD
share of an individual net program cost shall not exceed $150,000 for
programs servicing reservation(s) within one Bureau of Indian Affairs
(BIA) Service Area. For those programs proposing to service all of one
BIA Service Area and at least 50% of another BIA Service Area, the
maximum amount the DoD will fund is $300,000. Indian tribal
organization and economic enterprises, as defined in Section 4(c) of
the Indian Self-Determination and Education Assistance Act (Public Law
93-638; 25 U.S.C. 450(c)), or Section 3(e) of the Indian Financing Act
of 1974 (Public Law 93-262; 25 U.S.C. 1452(e)) may obtain copies of the
