412/476-5488. The proposed effort will be comprised of the following:
The remova and replacement of approximately 13,850 square feet of
roofing and the related replacement of fascia, flashing, and counter
flashing. Those roofs such as the F-Shop High Bay (North Half) roof
which contain asbestos will require the built-up roofing to be removed
by a licensed asbestos abatement subcontractor using asbestos controls
in accordance with the Allegheny County Health Department (ACHD) and
EPA asbestos control requirments. The asbestos abatement work shall be
included as part of this work scope. Independent Oversite Services
(IOS) will be provided by Westinghouse for the asbestos abatement work.
The IOS vendor will perform project management and air monitoring
services during removal of the roofing containing asbestos. The roof
replacements will require the installation of a single ply, adhered
membrane roofing system by the manufacturer's approved roofing
contractor. The manufacturer is considered to be the company supplying
the roofing membrane and related products of meterials. The new roof
shall be capable of being warranted for a minimum period of ten years.
Additionally, the repairs will include the application of a surface
treatment to approximately 450 square feet of roofing on the Powder
Storage Building. This work will consist of the application of a
primer, asphalt emulsion, reinforcing membrane, and reflective coating.
Interested bidders must meet the following minimum requirements in
order to receive a copy of the Request for Quotation (RFQ) package.
Only those firms who respond within the specified time period and
provide sufficient written documentation to show they meet the
following minimum prerequisites, as determined by Westinghouse, will
receive the subject inquiry for bidding purposes. 1. All prospective
bidder personnel should have U.S. Department of Energy (DOE) security
clearances to attend the on-site pre-bid tour. Unclear personnel who
will be performing on-site work will require a DOE security clearance.
It takes approximately two to four months to obtain a security
clearance after an individual submits a completed and accepteble
"Questionnaire for Sensitive Positions" (QSP). In order for bidders to
receive a copy of the inquiry package, completed QSPs must be
submitted to Westinghouse within two weeks from the date of the request
for a copy of the inquiry package or provide proof that the vendor has
an adequate number of cleared personnel. QSPs must be submitted as
necessary to fully staff the job. Westinghouse shall process clearances
at no cost to the contractor; however, the effort to complete and
submit the QSPs is solely at the contractor's expense. 2. Prospective
bidders must have bonding capability from sureties listed in the U.S.
Treasury Circular 570 relative to contract performance or be able to
provide irrevocable letters of credit from financial institutions that
sre Federally insured and have investment grade of higher rating from
a recognized commercial rating service. 3. This is a small business
set-aside action and all prospective bidders must certify they qualify
as a small business. 4. Prospective bidders must agree to submit a
current Foreign Ownership, Control or Influence Certification and all
necessary supporting business and financial documentation, if requested
