procurement is 100 percent set-aside for small business concerns. Due
to a possible administrative error, no bids were received on North
Carolina Forest Highway Project FH 55-1(2) in Caldwell County, North
Carolina, previously scheduled to be opened on January 12, 1995. As a
result, the solicitation period has been extended and sealed bids will
be accepted for NC PFH 55-1(2). The project consists of the
replacement of Bridge No. 319 over Wilson Creek along County Road 1328,
cut slope repair on County Road 1336, adjacent to the recently
reconstructed Bridge No. 272 on FH 55, and includes bridge approach and
pavement reconstruction, roadway excavation, and other work. Principal
items of work and approximate quantities are as follows: Removal of
bridge, LPSM; Roadway excavation, 15,500 CUYD; Aggregate base, grading
C and D, 3,000 TONS; Structural Concrete, Classes A(AE) and D(AE), 300
CUYD; Precast prestressed concrete I-beams, 800 LNFT; and Drilled
shafts, 36-inch dia., 450 LNFT. The project is expected to fall within
the price range of $1,000,000 to $5,000,000 and has a construction
completion date of April 30, 1996. The Invitation for Bids No.

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization has bonding programs to assist minority,
women-owned and disadvantaged business enterprises in acquiring
short-term capital and bonding assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates up to $500,000 per contract to provide
accounts receivable financing. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$500,000 per contract. DOT provides an 80 percent guaranty on the bond
