Y -- BUILD STRUCTURE FOR BARROW TRANSIT DEPT. Solicitation #13-162-G; due 022495. The North Slope Borough (NSB) plans to award a contract as required by the Federal Transportation Administration's (FTA) bid procedures to a qualified firm to build a structure containing a bus warm storage, parts facility and department offices for the Barrow Transit Department. This project constructs an approximate 8,985 s.f. building and connects the building to the existing utilidor system. The work of this contract shall be completed on or before December 1, 1995. The NSB anticipates awarding a fixed fee contract to the successful firm. Sealed proposals will be received by the North Slope Borough, at the CIPM office, 251 Pisokak Street, PO Box 350, Barrow, Alaska 99723; Attention: Dan Cox, Program Manager. Bids will be received until 1:30 p.m. local time, February 24, 1995 for the work. The work is described in the Contract Documents entitled NSB Transit Facility. Bids will then be opened and publicly read aloud at the North Slope Borough Department of Law at 1265 Agvik Street, Barrow, Alaska at 2:00 p.m. Proposals received after 1:30 p.m., unless otherwise specified, will not be considered. Fee for each document set is $100.00 non-refundable. Documents will be mailed first class. Add $45.00 for overnight express services. All fees for documents shall be paid for by check or money order made payable to GDM, Inc. Documents will not be shipped until all required fees are received at the office of GDM, Inc. All questions regarding the interpretation of plans and specifications must be presented in writing to the office of GDM, Inc., no later than 3:00 p.m. February 14, 1995 at 900 West 5th Avenue, Anchorage, Alaska 99501. Each proposal shall be accompanied by a certified check or cashier's check, or a bid bond in an amount not less than five percent (5%) of the amount of the proposal. Additionally, a one hundred percent (100%) performance and payment bond with a surety satisfactory to the Borough shall be provided by the successful bidder within 10 days from the date on which it was notified. The Borough reserves the right to reject any or all proposals and to waive irregularities or informalities in any of the proposals. Each proposal shall be submitted only on the prescribed proposal forms included with the contract documents. The Borough has established a total DBE participation goal of 0% for this contract. To be responsive to the bid, all bidders shall fulfill the Contract requirements of the DBE ``Good Faith Efforts'' and acquire DBE's from the Directory's of Certified DBE's. If a bidder is found non-responsive to these requirements, they will be in non-compliance and their bid will be rejected. Firms will be fully responsible for the delivery of their proposals in a timely manner. Reliance upon the US Mail or other carrier is at the proposer's risk. Late proposals will not be considered. No other general notification of this solicitation will be made. This project is funded in part by the FTA through FTA's project AK-03-0014.
