supervision, transportation and service to install power console
modification at the Oakland ARTCC, in Fremont, CA. Work includes:
install power for consoles; install critical power panels automatic
transfer switches, feeder connections; asbestos abatement (short
duration) in floor tiles; bracing; fireproofing; conduit; wire and
grounding installation and cleanup. The ARTCC is a 24 hour, 7 day a
week facility. No interference with operations will be allowed. Some
work anticipated during off peak hours. Period of performance is 90
calendar days from effective date of NTP. Standard Industrial
Classification (SIC) Code is 1542. Cost range is between $100,000. and

Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Programs (STLP), at prime interest
rates to provide accounts receivable financing. The maximun line of
