46 -- TEAM WATER PURIFICATION FILTER SOL M67854-95-R-2160 POC Jeff Campbell, Code CTQ-3JC, (703) 640-5822, ext.234. The Marine Corps Systems Command intends to award a sole source contract to Mountain Safety Research, for the procurement of Non-Developmental Item (NDI) Team Water Purification Filter (TWPF). Mountain Safety Research, is a small business concern and the Standard Industrial Classification (SIC) code is 3589 and size is 500 employees. The (TWPF) shall be a raw fresh water treatment unit for field use by military servicemen. The TWPF shall purify contaminated fresh water from any available source normally found in geographical locations in which the United States can expect to employ military forces. The TWPF shall protect personnel from cyst- forming protozoa and bacteria, making the water safe for human consumption, while reducing the quantity of turbidity that is common in raw water sources. It is intended that the TWPF shall, at a minimum, have the capability to be used as a pretreatment to the use of the standard military water purification tablet, NSN 6850-00-985-7166, in order to protect the intended user from viruses as well as the previously mentioned microbiological hazards. Together, TWPF and the water purification tablet shall provide complete disinfection of all water-borne pathogenic microorganisms so that personnel can consume the water without becoming ill. Technology capable of combining the filtration process and complete disinfection process into one mechanical procedure is acceptable. Principal (Required) Characteristics: (a) The TWPF shall remove or destroy a minimum of 99.9% (3 log reduction) of cyst-forming protozans (Cryptosporidium parvum). ( b) The TWPF shall remove or destroy a minimum of 99.9999% (6 log reduction) of bacteria (Klebsiella terrigena). (c) The TWPF shall reduce turbidity to 0.5 Nephelometric Turbidity Units (NTU) or less in the effluent produced by the purification device for 95% of the measurements taken for a total production of 84 gallons of ''purified'' water when the source water has a turbidity of 60 NTUs. (d) The TWPF shall be capable of supplying a minimum of 84 gallons of purified water (0.5 NTUs or less) before replacement of filter element(s) is required when filtering source water with turbidity level of 60 NTUs. (e) The TWPF shall be compatible with the standard military issue canteen (NSN 8465-01-115-0026) and shall be capable of easily transferring product water to a canteen without spillage. (f) The water purifier shall provide the capability of veryifing to the operator (ie. a visual or physical signal) that the purification process is meeting established water quality and that the filter media has not reached the end of its operating life. The device shall have a secondary filtering system capable of having two filtration media in series so that the second filter shall provide backup in the event that the primary filter fails. The second filter media in the series shall have an absolute micron rating of 0.2 microns to be considered a ''fail safe'' filter. The device shall also have a positive physical measuring device (ie. a ''caliper'' to measure the remaining width/diameter of the filter media). Any such device shall be easily used in remote field locations by the operator without creating noise or requiring additional equipment not included with the water purification unit. (g) Over- pressurization of the water purifier/filter media shall not cause the unit to fail (ie. permit micro-biological hazards or turbidity above 0.5 NTUs to be present in the product water) without a positive indication to the operator. Therefore, the use of a pressure relief valve to reduce flow through the filter media is highly recommended. (h) The TWPF shall not exceed 2 pounds, with 1.5 pounds desired. These weights include the operational filter, case and all peripherals required for operation/cleaning. (i) The size of the TWPF shall not exceed the following limitations: for a Non-cylindrical Unit (ie. a rectangular or any shape other than cylindrical) device length of 12 inches, device width of 4 inches, and device height of 4 inches. For a cylindrical unit, the following dimensions shall not be exceeded: device length 12 inches and device diameter 4 inches. (j) It is desired that the TWPF remove or destroy a minimum of 99.99% (4 log reduction) of virus (Poliovirus type 1/Rotavirus SA11 as a mixed viral culture). The TWPF shall accomplish this by processing the source water only one time to remove or destroy a minimum of 99.99% (4 log reduction) of virus (Poliovirus type 1/Rotavirus SA11 as a mixed viral culture) without the addition of standard military issue iodine tablet. Multiple ''passes'' through the device shall not be acceptable. Vendors who have the capability to provide the requirements for this contract should submit in writing technical qualifications along with independent excerpts from test reports to verify that their candidate system meets all of the above stated requirements not later than 28 Feb 95. Only fully qualified vendors with a ready production capability should respond.
