COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 10,1995 PSA#1281325th Contracting Squadron, 501 Illinois Ave, Ste 5, Tyndall AFB, FL
32403-5526 A -- EVALUATION OF NON-REPORTABLE SOLVENT FOR AQUEOUS FILM FORMING
FOAMS (AFFF) Due 093095. Contact Norma Myers, Contract Specialist,
(904) 283-8665 or Larry G. Edwards, Contracting Officer. The
Infrastructure Technology Section, Air Base Technology Branch, Tyndall
AFB, FL has developed, under a Small Business Innovative Research
(SBIR) contract with DYNAX Corp, a solvent blend to replace butyl
carbitol, a toxic component of AFFF. The blend is non-toxic and not
reportable under section 313 of the Emergency Planning and Community
Right-to-Know Act (EPCRA). This research effort identified a solvent
blend with similar chemical characteristics of butyl carbitol but
without its toxicity. Fire fighting performance of formulations
containing butyl carbitol were compared to the exact same formulation
with the butyl carbitol replaced by the non-toxic solvent blend.
Butyl-carbitol in AFFF can now be removed and replaced with a non-toxic
chemical eliminating the reporting requirements each time there is an
AFFF spill over the reportable quantity limit. Use of the solvent blend
will be licensed to any foam manufacturer desiring to utilize this
government funded development. Manufacturers that would like to have
their agents evaluated using the new solvents should contact Mr. Doug
Nelson or Capt Robert A. Tetla at WL/FIVCF, (904) 283-3745 not later 30
