703/875-1023 The U.S. Agency for International Development (USAID) is
issuing a solicitation for a five-year contract for facilities,
materials, and personnel necessary to help build a supportive policy
environment for family planning and related health programs. The
contract shall cover activities in four areas: policy-relevant research
and dissemination, broadened participation in the policy process,
increased and improved policy dialogue and formulation, and improved
national strategic planning and resource allocation. The contract shall
have two options to increase the overall level of effort and contract
cost, with the options to be exercised at the discretion of USAID.
Subcontracting with Gray Amendment entities: No less than 10 percent of
the total value of the contract will have to be subcontracted to Gray
Amendment entities (U.S. socially and economically disadvantaged,
including women-owned businesses; Historically Black Colleges and
Universities; U.S. colleges and Universities with at least 40 percent
Hispanic American students; and U.S. Private Voluntary Organizations
controlled by socially and economically disadvantaged individuals
including women. To help identify potential subcontractors, a list of
all organizations requesting a copy of the solicitation will be sent
with each solicitation document. Organizations are encouraged to
indicate whether they are Gray Amendment entities when requesting the
solicitation and may indicate that they do not wish to be included on
the list. By providing the list, USAID does not endorse the listed
organization as being capable of carrying out the activity, nor does
USAID verify the claimed status of the organizations. Necessarily the
list will contain the names of only those organizations known prior to
the issuance of the solicitation document. RFP will be issued no less
than 15 days after publication of this synopsis and will close May 1,
1995. Those interested in receiving a Request for Proposal should send
a letter referencing this notice along with 3 self-addressed mailing
labels. Telephone or fax requests for RFP's will not be honored. All
RFPs will be mailed through the U.S. postal service. RFPs will not be
expressed mailed. Address requests to Mr. J. Griffin, Contracts

20523-1426. During the first 15 days of the response period, USAID will
accept written requests for clarification regarding the solicitation.
The responses to these queries will be disseminated to all parties who
request the solicitation. This CBD notice can be viewed and down
loaded using the Agency Gopher. Concurrent with the release of hard
copies, the RFP can be downloaded from the Agency Gopher. The Gopher
