Building-Courthouse in Fresno, CA will contain approximately 33,440
square meters (360,000 square feet) of gross building area amd will
house thirteen courtrooms with adjunct court support facilities and
other court related agencies. The facility will also include parking
spaces for approximately 392 vehicles, comprised of 112 inside parking
spaces and 280 outside parking spaces. The estimated total
construction cost will be between $70,000,000 and $90,000,000.
Occupancy is planned for the year 2000. This new Federal
Building/Courthouse will be an integral part of the development of the
city of Fresno. This design should add to reinforce this development.
Also, it should be representative of the dignity, enterprise, vigor,
and stability of the American Government, as well as the United States
judiciary. The objective is to select an excellent caliber designer
that is supported by highly qualified design professionals who will
produce a building that exemplifies design excellence and conveys the
desired image of the Government. The facility will be designed and
constructed in ''hard metric'' (System International) units. The scope
of Architect-Engineer (A/E) services under this proposed contract may
include, but may not be limited to the following: Pre-design
programming services; site investigation (including geotechnical
surveys and analysis, topographical and boundary surveys); complete
design services; computer-aided design and drafting (CADD); working
drawings; specifications (GSA versions of AIA MASTERSPEC or CSI
format); cost estimating (UNIFORMAT Level III/CSI Format); space
planning; exterior and landscape design; interior design; value
engineering services; post construction contract services and other
required supplemental services. The A/E selection will be completed in
two stages as follows: STAGE I. The first stage will establish the
design excellence capabilities of the A/E design firm and its lead
designer. The lead designer is the individual or design studio who will
have the primary responsibility to conceive the design concept and the
building's architecture. This individual or studio is employed by the
A/E design firm, that is, the firm, partnership, corporation,
association, or other legal entity which will have the contractual
responsibility for the project design. In the first stage, a ''short
list'' minimum of three (3) A/E design firms will be selected based on
the A-E design firms' submittals in response to this Request for
Qualifications (RFQ). The A-E design firm will provide specific
evidence of its capabilities to deliver Design Excellence, and will
express its design approach and philosophy. Interested firms shall
submit a letter of intent and modified Standard Forms 254 and 255
(three copies) for the A-E Design Firm(s) only. Firms are advised that
the lead design firm selected in Stage II must be a signatory on the
final contract. Project qualifications submitted by each firm will be
reviewed and evaluated based on the following evaluation criteria,
which are listed in descending order of importance: (1) PAST
PERFORMANCE ON DESIGN: For the lead design firm(s), submit a firm
profile that is no longer than two 8'' by 11'' typewritten pages
describing the overa ll history of the firm, general design philosophy
and the organizational make up that supports the firm's design
process. Proposed collaborations should provide profiles for all firms
in the collaboration and a maximum two page management plan outlining
each firm's involvement in the design process, what each firm
contributes, a clear definition of roles and how the collaboration will
be managed. Submit 8'' by 10'' graphics (maximum of three per project)
and a typewritten description (maximum of 500 words) of not more than
five projects (completed or designed within the past ten years) which
conveys the A/E design firm's current attitudes about forms and image
of a Federal Building/U.S. Courthouse in Fresno, CA. The narrative
statement shall address how the design met the client's requirements
and goals, and how this design is relevent to this project. If
appropriate, include affidavits, certifications, publication notices,
awards, peer recognition, etc., demonstrating design excellence for
projects of similar size and scope. (2) PROFILE/PORTFOLIO FOR PROPOSED
LEAD DESIGNER(S) FOR THIS PROJECT: Submit (a) biographical sketch(es)
(minimum SF255 page 5) that includes education, professional
experience, recognition of design efforts inclusive of examples, for
the key individuals of the lead design team who will be responsible for
the building's architecture and what their role will be in the
development of this project. Each biography shall be supported by a
portfolio of no more than three (3) projects completed within the last
10 years, with no more than five (5) 8'' by 10'' grahics and a single
page description (500 words maximum) addressing scope, design intent,
owner's objectives and how those objectives were realized in salient
design features. (3) PHILOSOPHY AND DESIGN INTENT: The lead A-E firm(s)
shall submit a narrative with a maximum of 1,000 words describing your
design philosophy as it applies to this project and how it relates to
the fabric of the downtown community, and the firm's compatibility
with stated goals and objectives. STAGE II: In the second stage
submission, the short listed A-E design firms will be invited to submit
(three copies) Standard Forms SF 254 and 255 for all members of the
project team and any additional information to describe the team's
capabilities and accomplishments. It is not necessary to re-submit
information furnished in Stage I. The Government will provide with the
Stage I short list announcement the date submissions are due, and
provide the selection criteria for the interviews and final selection.
Once the firms are notified the short list will be published in the
CBD. Sufficient time will be provided for the A/E design firms to
establish the project team. As a minimum, the project team will be
required to demonstrate previous experience and understanding in court
design, technology and security and/or include consultants
specializing in those areas. An interview with each short listed
project team will follow the review of the Stage II submission. The A/E
firm(s) must have an active production office within the State of
California (in existence for at least one year prior to this
announcement) with at least one member of the firm licensed to practice
architecture in the state. If the A/E team is an association or other
venture including two or more firms, at least one of the firms must
satisfy the locality requirement. A colllaboration of more than one
firm will be considered and evaluated on a demonstrated interdependency
of the members to provide a quality effort. At least 65% of all
contract level effort shall be performed within the State of
California. This procurement is issued pursuant to the Small Business
Competitiveness Demonstration Program and is open to large and small
business concerns. Before Award of the contract, the A-E (if not a
small business having less than $2,500,000 average gross receipts
during each of the past three fiscal years) will be required to present
an acceptable Small Business and Small Disadvantaged Business
Subcontracting Plan in accordance with Public Law 95-507. As part of
its commitment to socioeconomic initiatives of the Federal Government,
the General Services Administration has established for fiscal year
1995 subcontracting goals of 32% for small business, 6% for small
disadvantaged business, and 3% for women owned business. In support of
agency efforts, firms seeking consideration for this contract shall
demonstrate a proactive effort to achieve the above goals for
subcontracting opportunities for small, small disadvantaged, and women
owned (S, SD, WO) businesses. The use of subcontractors/consultants
shown on the submitted SF 254's will be reflected in a Small Business
and Small Disadvantaged Business Subcontracting Plan included in the
contract. Firms must also provide a brief written narrative, not to
exceed one typewritten page, of outreach efforts made to include (S,
SD, WO) businesses. An acceptable subcontracting plan must be agreed to
before contract award. Large firms are hereby notified that STAGE II
evaluation will consider the level of participation by (S, SD, WO)
businesses on this project. (Small businesses are not subject to this
requirement.) (S, SD, WO) businesses are encouraged to participate as
prime contractors or as members of joint ventures with other small
businesses. Although this procurement is open to large businesses,
small and minority A-E firms are strongly encouraged to participate.
The Government recognizes the talent existing in smaller firms and
encourages the contributions of new and innovative designers to public
architecture. Offerors are invited to a pre-submittal conference to
discuss the project requirements and the selection process. The
conference will be held on March 1, 1995, 1pm (local time) in the

qualifications to meet these requirements are invited to submit a
letter of interest (identifying this announcement by Solicitation
GS-09P-95-KTC-0029 and three copies of the above requested information
no later than 2:00pm (local time) on March 17, 1995. Transmission of
