Modernization and Addition to the Federal Building and US Courthouse,
222 West 7th Avenue, Anchorage AK and Federal Building and US
Courthouse Annex, 222 West 8th Avenue, Anchorage AK Project scope
consists of replacing landscaped dirt roof with an approx. 4,459 GSM
(48,000 GSF) building story; and upgrade HVAC, fire alarm and elevator
controls in the entire three-block facility. Work will be phased in
occupied office and court facilities. Total construction budget is
estimated between $12,000,000 and $22,000,000. An option to the
contract includes build-out of approximately 1,765 GSM (19,000 GSF) for
US Courts administrative spaces. The objective of the selection is to
choose an experienced quality Key Designer (lead designer), Key Design
Firm and Mechanical Designer/Firm, supported by highly qualified
design professionals who will produce a project exemplifying design
excellence and creativity and be a visual testimony to the dignity and
stability of the American Government. Further, designs must be cost
effective and efficient as well as provide quality solutions. Scope of
services under this firm fixed price contract may include programming;
site investigation; computer- aided design; working drawings;
specifications; estimating; metric unit design; space planning;
interior design; value engineering; post construction contract
services; and other services as requested. Selection will be completed
in two phases. Phase I will establish design excellence as the initial
level of selection. Phase II will evaluate the entire project team (Key
Design Firm plus all other consultants). Phase I: The first phase will
establish the design excellence capabilities of the A-E design firm
and its lead designer. The Key Designer, the Key Design Firm and the
Mechanical Designer/Firm will develop the philosophy, design intent,
and approach to design. No other information shall be considered in the
first stage. Interested firms will submit a letter of intent and
modified Standard Forms 254 and 255 for the Key Design Firm and
Mechanical Design Firm only. If the ''A-E design firm'' is comprised of
a partnership, corporation, association, or other legal entity
permitted by law to practice architecture or engineering, a complete
description of the proposed internal responsibilities of the components
must be included in the Phase I submittal. This entiry must be in place
at the time of contract award. A short-list will be selected based on
the following: (1)Past Performance (35%): For the Key Design and
Mechanical Firms, submit 8''x10'' graphics (maximum three per project)
and typewritten description (maximum one page per project) of not more
than five relevent designs completed by each firm within the past ten
years. ''Relevant'' means those projects similar to that requested
under this solicitation, including projects of similar size and
occupancy, repair and alteration work in occupied space, phased
construction, or experiences demonstrating as many of the above
requirements as applicable. Narrative shall address design approach,
philosophy and intent for each project (Include tangible
evidence-affidavits, certificates, publication, awards, peer
recognition, etc.); (2) Philosophy and Design Intent (25%): In the
personal words of the Key Designer and Key Mechanical Designer,
(maximum three typewritten pages) state the overall design philosophy,
approach to the challenge of resolving design issues, and parameters
that apply to the design of this type of project; (3) Profile for Key
Designers (25%): Submit a biograph- ical sketch including education,
professional experience, recognition for design efforts and description
of areas of responsibility and commitment to this project; (4)
Portfolio for Key Designer (15%): Submit 8''x10'' graphics (maximum
three per project) and typewritten description (maximum one page per
project) of not more than three designs completed in the last ten years
attribute to the Key Designer. Narratives shall include discussion of
design challenges and resolutions. Phase II: Following Phase I slate
selection successful offerors will submit Standard Forms 254 and 255
which reflect the entire project team. It is not necessary to resubmit
Phase I information. The government will establish and provide Phase
II criteria with the Phase I short list. In developing the project
team, offerors selected for interview are advised that either the prime
A-E or at least one member of a prime joint venture must have an
existing professional design production office within the State of
Alaska in operation as of the date of this announcement. The primary
project team (Architectural, Structural, Mechanical and Electrical)
must have capability to perform at least 90% of the services within the
geographical area consisting of the state of Alaska. This procurement
will be open to large and small businesses pursuant to the SBA
Competitiveness Demonstration Program. GSA has established
subcontracting goals of 32% for small business, 6% for small
disadvantaged business and 3% for women owned small businesses. Firms
seeking consideration for this contract SHALL DEMONSTRATE A PROACTIVE
EFFORT TO ACHIEVE THE ABOVE GOALS. Use of a subcontractors/consultants
shown on submitted SF 254's will be reflected in a Small Business and
Small Disadvantaged Business Concern Subcontracting Plan to be
submitted with Phase II submittal and included in the contract. Firms
must also provide a brief written narrative, not to exceed one page, of
outreach efforts to utilize small, small disadvantaged, and women-owned
small businesses during Phase II. An acceptable subcontracting plan
must be agreed to before contract award. LARGE FIRMS ARE HEREBY
NOTIFIED PHASE II EVALUATION WILL CONSIDER THE LEVEL OF PARTICIPATION
BY SMALL BUSINESSES, SMALL DISADVANTAGED BUSINESSES AND SMALL
WOMEN-OWNED BUSINESSES ON THIS PROJECT. (Small businesses are not
subject to this requirement). A pre-submission meeting will be held
February 24, 1995, at 1:00 p.m., in Room 130 of the Federal
Building/U.S. Courthouse at 222 West 7th Avenue, Anchorage, Alaska.
Interested firms having qualifications which meet the above
requirements are invited to submit the required documentation described
above (Phase I information only) by 4:00 P.M. Pacific Time on March 24,
1995. Interested parties shall submit their qualifications, along with
letter of interest, or may request additional information on this
