behalf of the Mayor of the Municipality of Krasnoyarsk-26, Russia,
invites proposals from qualified US firms to carry out a feasibility
study for replacement of electric power and thermal energy from the
existing Krasnoyarsk-26 plutonium producing reactor scheduled for
shutdown by the year 2000. The feasibility study should at a minimum
assess two basic options: (1) continued construction of a coal-fired
cogeneration plant which is reported to be 10 percent complete and is
sized to serve the current power and heating needs of all affected
communities, and (2) less complex alternatives to construct energy
facilities to serve the needs of the Municipality of Krasnoyarsk-26.
The study duration is estimated at seven (7) months including one (1)
month allowed for the review of a draft report by financial
institutions. The closed city of Krasnoyarsk-26 has approximately
100,000 inhabitants and is located in the south central section of the
Krasnoyarsk Krai. The Krasnoyarsk-26 reactor provides thermal and
electrical power to the Municipality of Krasnoyarsk-26 and associated
high tech industry. The Krai has under construction a coal fueled power
plant called Sosnovoborsk which is approximately 10 percent completed.
The feasibility study recommendations should result in a least-cost
option to the consumers of the region/city and should include a plan
for ownership option, capitalization structure, revenue streams and
repayment responsibility. The aim of the feasibility study is to
provide a bankable document serving to attract international financing
for the recommended alternative. A Department of Energy Fact Finding
Mission Report and a separate Tender Document including requirements
for the feasibility study are available from the Information Resource
Center (IRC) at USTDA. Requests should be faxed to the IRC, USTDA (Fax:
(703) 875-4009). Please include: your name, company name, address, and
telephone number. No telephone requests will be honored. If you would
like the Mission Report and the Tender Document sent to you via
courier delivery service, include the name of the courier company and
your firm's account number. An original and four (4) copies of the
proposal submitted in accordance with the instructions provided in the
Tender Document shall be addressed to Carol Stillwell, Public
Information Officer, Room 309, SA-16, US Trade and Development Agency,
Washington, DC 20523-1602 (mailing address); and if you are using a
courier please deliver to Carol Stillwell, Public Information Officer,
1621 N. Kent Street, Room 309, Rosslyn, VA 22209. Proposals shall be
received no later than 3:00 pm on March 29, 1995. The selected
Contractor will be paid in from a 780,000 US Dollars grant provided to
the Municipality of Krasnoyarsk-26 by USTDA. All goods and services to
be provided by the selected firm and its subcontractors (if any) must
have their nationality, source and origin in the United States or
Russia. A maximum of twenty percent (20%) of the grant funding provided
by USTDA may be used for Russian subcontractors. Only U.S. firms and
individuals may propose on this USTDA-financed activity. Interested
firms, their subcontractors, and individuals (including employees of
such firms and subcontractors) must qualify under USTDA's nationality
requirements as of the due date for submission of proposals and, if
selected to carry out the USTDA-financed activity, must continue to
meet such requirements throughout the duration of such activity. The
selection of the Contractor by the Municipality of Krasnoyarsk-26 will
be based on the following criteria: corporate experience in similar
work (20%), qualifications of key personnel assigned to the project
(20%), specific technical expertise in district heating systems (20%),
understanding of the project requirements as evidenced by the proposed
project approach (10%), and corporate international experience (30%).
Proposals which do not include all requested information may be
considered non-responsive. The Municipality of Krasnoyarsk-26 reserves
the right to reject any or all Proposals. The Municipality also
reserves the right to contract with the selected firm for subsequent
work related to the project. The Municipality, USTDA or its agent is
not bound to pay for any costs associated with the preparation and
submission of the proposals or other costs during the selection
process. Firms agree by their response to this announcement to abide by
