Archer, Contracting Officer, (703) 325-5028. The Defense Nuclear Agency
(DNA) has a requirement for an integrating contractor to coordinate and
undertake the dismantlement of all ICBMs in Ukraine. Services required
include: 1) Strategic Nuclear Arms Elimination (SNAE) project
integration; 2) project planning and scheduling; 3) actual missile silo
and launch control complex demolition and site restoration; and 4)
performance of salvage and disposal operations. SNAE project
integration consists of: 1) facilitating effective liaison and
participating in the neutralization of missiles, logistics support, and
housing construction involved in the overall dismantlement effort; 2)
collecting, analyzing, and interpreting status relative to all
associate contractor performance progress and problems; 3) hosting
program reviews; and 4) developing, advising, and assisting in business
and finance development, security, environmental, legal and taxation
issues, and transportatin and logistics as needed. This effort will
require consulting and coordinating with Ukrainian government agencies
as necessary. Construction and demolition shall be carried out by
Ukrainian subcontractors to the maximum extent possible. This effort
includes dismantlement of 13 regiments of SS-19 ICBM missile silos
(from which the missiles will have been removed), totaling 130 launch
silos, 13 launch control center silos, and two training silos. These
ICBMs are located near two missile support bases in Ukraine. All
actions to be directly performed by the contractor are unclassified;
however, the Ukraininan Ministry of Defense wishes to safeguard highly
sensitive information relating to ICBM launch equipment and silo
structural systems. This will require involvement of subcontractors
cleared by the Ministry of Defense and the employment of personnel with
the necessary Ukrainian clearances. Some Government Furnished Equipment
(GFE) will be provided for performance of this effort. GFE maintenance
support will be provided by DNA's Cooperative Threat Reduction
Logistics Support (CLS) Contractor, Hughes Technical Services Company.
A Pre-solicitation Conference regarding this effort will be held at
9:00 a.m. on 22 February 1995 at the Center for Verification Research
in Newington, VA. All those wishing to attend shall fax a letter
including company name and names of attendees to Sandy Bednoski at
(703) 325-9291. Each company is limited to two attendees. The
conference facility has a 75 person capacity. If necessary, an
afternoon session will be scheduled. The agenda includes a program
overview and a question and answer session. A draft Statement of Work
as well as draft technical evaluation criteria will be provided to
attendees at the conference. Any comments/suggestions regarding these
documents shall be faxed to Sandy Bednoski no later than close of
business on 27 February 1995. DNA intends to issue a Request for
Proposal (RFP) on or about 3 March 1995. A pre-proposal conference has
been tentatively scheduled for 16 March 1995. Further information
regarding this conference will be provided in the RFP. All responsible
sources may submit a proposal which shall be considered by the agency.
All requests for the RFP must be in writing. Faxed requests are
acceptable and shall also be faxed to the attention of Sandy Bednoski
at (703) 325-9291. If the request is faxed, no hard copy is required.
