The Air Force Nonappropriated Fund Purchasing Office proposes to acquire architect-engineer (A-E) services in support of the Air Force Services Agency construction program. While this primarily supports Air Force nonappropriated fund activities, other military agencies may be authorized to use this contract on an optional basis. The services include Title I (Type A and B) services, Title II (Type C) services, and related services, such as solicitation document preparation, contractor performance evaluations, etc. The services may include any part or all of the Type A, B, or C functions, and cover full design efforts (with or without Type C services), and design-build conceptual designs. Initial plans are to award two major projects contracts and multiple or regional contracts for other projects. The number of contract awards will be determined from qualifications of the firms and the agency's determination of the required number. The scope of the effort is the continental United States, including Alaska and Hawaii. The contract will be for a one year basic period with four one year options. The contract will guarantee a minimum design fee of $5,000.00 annually to the firm. The maximum cumulative amount of orders annually (in fees) has not been determined but is expected not to exceed $15,000,000.00 with $1,000,000.00 limit on the value of each delivery order. The limitation will be determined prior to commencement of negotiations. The goal in the selection process is to negotiate a contract or contracts based upon the demonstrated competence and qualifications of prospective contractors to perform the services at fair and reasonable prices. Significant evaluation factors include, but are not limited to, (a) Specialized experience of the firm in the broad areas of clubs, outside sports facilities, youth/recreation centers and fitness centers, etc., (b) Professional capacity and capability of the firm to accomplish the work within the anticipated schedule (This includes the capacity and qualifications of the firm, its employees and important consultants), (c) Design ability as evidenced by design awards and a portfolio of similar projects/awards, (d) Past performance of the firm with respect to their execution of Air Force, DOD, NAF and other contracts, both governmental and private, (e) The general geographic location of the firm (for regional selection only). Multiple awards may be made as a result of this selection process, including possible awards for Title II, Type C services. Design efforts will include clubs, outside sports facilities (such as golf, marinas, football, soccer, base and softball), auto hobby shops, youth/recreation centers and fitness centers (including gymnasiums). This is a nonappropriated fund requirement and does not involve appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs.
