C -- INDEFINITE QUANITITY, ARCHITECT/ENGINEERING DESIGN AND DESIGN RELATED SERVICES FOR PROJECTS LOCATED WITHIN THE GOLDEN GATE NATIONAL RECREATION AREA, CA SOL 1443RP8140-95-012 POC Contact Point, Kris Swofford, (415)556-0818 The National Park Service is seeking an Architectural/ Engineering (A-E) firm to provide general design and design related services under an indefinite quantity contract for miscellaneous projects within the Golden Gate National Recreation Area, in and near San Francisco, CA. The anticipated work is diverse and varied and may include, but not limited to any of the following: Utilities, roads and parking, site work/restoration, rehabilitating and upgrading of existing structures (including those of a historic nature), landscaping, public restrooms, sewage collection/disposal, water treatment and distribution, sanitary landfill, electrical rehabilitation, maintenance facilities, structural repairs, slope stabilization, pier and dock repair, seismic strengthening, asbestos removal, toxic waste disposal, historic preservation/repair, adaptive use building modifications, special studies including environmental and compliance analysis, digitization of plans or maps, and geotechnical investigations. The anticipated work may include, but not limited to the following: Title I services such as conducting surveys, investigations of existing conditions, preliminary design, preliminary cost estimates, etc. Title II services such as preparation of construction documents, cost estimates, etc. Possible Title III services include construction inspection, site visits, review of shop drawing submittals, and operation and maintenance manuals. Disciplines may include architecture (historical and contemporary), civil, electrical, structural, geotechnical, architecture, landscape architecture, mechanical, fire protection, alarm systems, sanitary, surveying, environmental/natural resources, and specialized personnel conversant in dealing with federal environmental and historic preservation laws such as the National Historical Preservation Act of 1966 (NHPA) and the National Environmental Policy Act of 1969 (NEPA). A-E firm may need to have direct contact with federal, state or local regulatory agencies to assure compliance with regulations, codes and policies. May be required to obtain various permits (discharge, construction, etc.) and to provide certification of compliance of facilities/operations. The following criteria will be utilized in descending order of importance for the evaluation of prospective firms and their project teams (including consultants): 1) Professional qualifications of the principals and staff proposed for the performance of the services; 2) Specialized and recent experience and technical expertise in projects similar in nature; 3) Capacity to manage and accomplish more than one project at a time within required schedules; 4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance to performance schedules; and 5) Geographic location and knowledge of the locality of the projects. Consideration will be limited to firms having an existing office within a 100 mile radius of Golden Gate National Recreation Area Headquarters at Fort Mason, San Francisco, CA. Work will be performed under an indefinite quantity contract. The contract term will be one year, with four options to extend an additional year. Work will be defined, ordered, and funded through the issuance of project specific delivery orders. The total amount of the contract shall not exceed $500,000 for base year with a $200,000 maximum delivery order limitation and a minimum contract guarantee of $5,000. This procurement is unrestricted. The National Park Service welcomes the participation of women and minority firms. Responses must be received before 5:00 pm, 30 calendar days from the date of this publication (first workday following a weekend or holiday) in order to be considered for selection.
