Amendment to synopsis dated 7 February 1995: Title should read Compressed Natural Gas Vehicle Conversion, Kirtland AFB, NM. Phillips Laboratory/PKOV, Operational Contracting Division, Services Branch, Kirtland Air Force Base, New Mexico, is seeking sources who can provide all required personnel, equipment, materials, supervision, transportation, necessary to perform Compressed Natural Gas Vehicle Conversion at Kirtland Air Force Base, New Mexico. The purpose of the alternate fueled vehicle (AFV) program at Kirtland AFB is to ensure compliance with the 1992 energy Policy Act and Presidential Executive Order 12844. All conversion systems provided shall be certified for low emissions by the California Air Resource Board (CARB), or the systems shall have been tested by a lab (certified to conduct Federal Test procedures (FTP) with test results that show the system will meet or exceed all environmental protection agency (EPA) standards with the latest editions of: Standards of the National Fire Protection Association (NFPA) Pamphlet 52, Environmental Protection Agency Memorandum 1A, department of Transportation (DOT), Texas Railroad Commission, Colorado Board of Health, Americas Gas Association, and/or with state and local standards for CNG vehicular fuel systems, whichever is more stringent. The SIC for this acquisition is 1731 with size standard of $7.0M gross receipts per year. Firms responding to this announcement must indicate whether they are large, small, small disadvantaged, 8(a), and/or women owned business. The Government reserves the right to set-aside this requirement small disadvantaged business, or 8(a), firms based on responses to this synopsis.
