Charles 303/236-8040 extension 243 The Bureau of Reclamation, Denver
Technical Center has a requirement for a contractor to provide
installation, removal, maintenance of data and voice wiring and
maintenance of telephone equipment. The work includes fiber optic
cabling maintenance and installation, programming key systems, voice
mail, and telephone sets, technical training, and technical assistance
for workers situated in buildings 67, 53, 41 and 56 on the Denver
Federal Center, as well as a building near the Federal Center on Parfet
Street. The majority of the work will be performed within building 67,
a 14-floor office building. The period of performance will be from
October 1, 1995 through September 30, 1996 with the option for the
Government to renew yearly for four (4) additional years. In every
instance, telephone service is delivered via individual lines to each
building by a third party and terminated on a main distribution frame
(MDF). The MDF becomes the demarcation point between the third party
telephone service provider and the services to be provided under this
contract. The contractor shall be responsible for providing service,
upon demand, between the MDF and each customer location. This may
require the installation of conduit, Intermediate Distribution Frame(s)
(IDF), cross- connect panels, wiring blocks, multi-pair cables, fiber
optic cabling, key system installation and programming, voice mail
installation and programming, and termination devices. The Contractor
shall also provide data network service at some or all of the locations
identified above. These services shall support Local Area Networks
(LAN's) and a Wide Area Network (WAN), as well as a certain number of
stand-alone modems/DSU's with data transmission speeds ranging from
1200 to 56K baud. The Contractor's responsibility will include
providing the communications medium between third-party provided
devices. For example, from a personal computer at a user location
onward through a data IDF, to a file server located on the same or a
different floor. The Contractor would be responsible for providing the
cable, connectors, jacks, terminal blocks, conduit and labor to
deliver the signals between the end points, as well as to provide
necessary circuit testing and documentation. This contract also
requires extensive work in key system programming, voice mail
programming, technical training on those systems and furnishing
upgrades to both systems when upgrade software is released. This
procurement is being conducted under an agreement between the Bureau of
Reclamation, Department of the Interior and the Office of Federal
Procurement Policy that strives to improve communications between
Government and industry through all phases of the acquisition cycle. In
an effort to obtain adequate vendor feedback on this procurement, a
presolicitation meeting will be held on March 2, 1995 at the US Bureau
of Reclamation, Building 67, Denver Federal Center, Denver, CO 80225
starting at 1:30PM local time in the RIO GRAND Conference Room. Please

will be available for review and comment by any vendor. It is
Reclamation's intention that vendors assist us in finding the best
method to describe our requirement and the most efficient method to

for this procurement if its annual average gross revenue for the past
