project shall provide for renovations to locker and shower facilities,
including plumbing and mechanical systems, window replacement and
repairs to roofing and flashing at a 1930s vintage masonry field house.
A $25.00 fee will be charged for plans and specifications. The Standard
Industrial Code (SIC) is 1542. The estimated price range for the
project is between $250,000 and $500,000. Request for bid packages must
be made in writing to Superintendent (fp), U. S. Coast Guard Academy,
15 Mohegan Avenue, New London, CT 06320-4195. The check for the plans
and specifications shall be made out to: Superintendent (f), U. S.
Coast Guard Academy. The solicitation includes a Local Hire Clause. The
clause requires the Contractor to employ, for the purpose of performing
that portion of the contract in that state, individuals who are local
residents and who, in the case of any craft or trade, possess or would
be able to acquire promptly the necessary skills. Local resident, as
defined in the law, means a resident of, or an individual who commutes
daily, to a state that has an unemployment rate in excess of the
national average rate of unemployment rate in excess of the national
average rate of unemployment as determined by the Secretary of Labor.

The DOT Bonding Assistance Program enables firms to apply for bid
payment, and performance bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
