intent to purchase high speed document duplex scanning system including
post scan image quality assurance software. The Department of Energy's
(DOE's) Office of Scientific and Technical Information (OSTI) plans
award a contract for ahigh speed document duplex scanning system which
will be a companion device to the existing Documate IV microfilmer
processing the same input meeting the following requirements: A.
Scanner including charge-couple device imaging camera(s) and autofeeder
withat least 500 sheet capacity with resolutions up to 300 dots per
inch and a gray scale of at least 256 shades of black and white, speeds
of at least 43 pages per minute in the simplex mode for 8 1/2'' by 11''
sheets and at least 86 images per minute in theduplex mode for 8 1/2''
by 11'' sheets, facility to accommodate paper input ranging from 3''
by 5'' to 8 1/2'' by 14'' size and thicknesses from .002'' (.05mm) to
.010'' (.25mm), OCR facility for capture of code 39 bar identifier
contained on reports to bescann ed, programmable function keys, and
output stacker with at least 500 sheets of capacity, and SCSI interface
to Workstation described in D. with imaging enhancement features for
removing reproduction or carbon specks and haze, distinguishing
foregroundfr om background, and improving character edges; B. Scanning
Software includes the facility for operator control of the scanner
including password control, scanning and rescanning to capture images
for storage in files and indexing information such as barcode
identifier (such as DE94000000), batch number, date and time for
storage in an index file, and to use status code (acceptable,
unacceptable, or skip over) also contained in the index file; C.
Windows-based Post Scan Software providing access toima ge and index
files created by Scanning software in determining acceptability of
image and posting such in the status code, in making insertions and
deletions of images within a document, rotating images, scaling images,
and converting images to TIFFform at; D. Workstation serving as host
computer to scanner in A. with tower cabinet containing an Energy-Star
compliant 486 DX/66 Mhz processor personal computer including 16
megabytes of RAM with 70 nanoseconds cycle time or less, 256 K bytes or
more ofcac he, two 1 gigabyte SCSI-2 hard disk drives with a seek time
of 11 milliseconds or less, 17'' color Energy-Star compliant color
noninterlaced monitor with .28mm or less dot pitch, and 1280 by 1024
line resolution with 2 megabyte Super VGA interface board,Logitech
mouse or equal, and pad; E. Implementation consisting of (1) Delivery
of equipment and documentation 30 days after receipt of contract by
Seller, (2) Installation consisting of labor and parts provided by
Seller, Testing for Acceptabilityinclu ding the successful running of
a 7 consecutive calendar day standard of performance procedure, based
on 5-day 8 hour per day work weeks, consisting of operation and
readiness for use at a 90% effectiveness level or better within the
aforementionedperio d within 28 days, extended to another 28-day period
at the option of the Buyer; and (4) Warranty on equipment covering the
period three months after acceptance for Items A, B, and C, and 1 year
after acceptance for Item D, and consisting of onsitemainte nance under
standard maintenance arrangement. Seller shall provide warranty
coverage beyond the periods above in instances of longer coverages
offered by manufacturer(s). The proposed equipment must maintain
software compatibility with the currentsyst em, require no software
modifications for existing applications, and be compatible with all
existing hardware. Firms interested in receiving a copy of the
