This synopsis is for planning purposes only and is not to be construed
as a commitment by the government. The U.S. Customs Services (USCS) is
seeking to identify responsible sources capable of providing and
maintaining a data base of persons and businesses residing in the
United States (US) (Canada and Mexico where available). The data base
must be accessible using name, address, or phone number. The data base
shall provide name, address, and phone number for all matches. This
function is herein called ''CrissCross.'' The vendor shall maintain the
data base on the vendor's computer system located at their site.
CrissCross shall be on-line. Communications between the vendor's site
and the USCS National Data Center at Springfield, Virginia, will be via
a direct connection or commercial network service at the option of
USCS. Communications shall be peer-to-peer using the LU6.2 protocol.
The vendor shall provide service 365 days per year, 24 hours per day.
Exception is granted for regularly scheduled maintenance and unplanned
outages due to hardware or software failure beyond the control of the
vendor. The vendor shall be capable of processing a minimum of one
thousand (1,000) requests per day, with an average response time less
than two (2) seconds, and a maximum response of ten (10) seconds per
single request. CrissCross data shall include businesses and persons
for the entire US. Similar data for Canada and Mexico is desirable.
Data elements provided by CrissCross must include name (head of
household or business name), address, phone number, head of household,
date of birth, gender and birth date of other household members,
length of residence, and neighbors (for person name searches.) The
vendor shall make reasonable effort to ensure accurate and timely
information. The vendor shall maintain CrissCross data on a regular
schedule continuously throughout the year. CrissCross data shall be
retrieved by the users of the Treasury Enforcement Communications
System (TECS) operating on an IBM mainframe computer. The vendor shall
deliver a billing tape (IBM 3480) each month containing all data base
search requests by TECS users. The vendor shall also deliver a hard
copy monthly summary of all charges for the month. The hard copy
summary and detail tape must be synchronized to contain the same data.
