This synopsis is for planning purposes only and is not to be construed
as a commitment by the government. The U.S. Customs Services (USCS) is
seeking to identify responsible sources capable of providing a data
base consisting of United States (US) real properties, including, but
not limited to, the parcel identification, property address, owners'
names, owners' addresses, owners' phone numbers, property description
information, tax, sale, and mortgage data. Property ownership data
shall originate from official real property tax records, deed
transfers, or other responsible sources collected by the vendor from
the states, municipalities, and counties. Data should cover the entire
US if possible. A minimum of 30 states is required at the start. Other
states shall be added by the vendor as soon as the states can furnish
the information. Real property data must be provided in a single common
format. Real property tax roll data must be provided at least once per
year. Deed transfers shall be provided monthly where possible or as
often as provided by the vendor's original source. The vendor provided
data shall be guaranteed for accuracy and comprehensiveness. The
vendor shall ensure real property records are provided as received from
the states, municipalities, or counties without exclusion of property
records or alteration of critical data elements (except for rearranging
the data into a single standardized format for delivery to USCS. The
vendor shall deliver the data via magnetic tapes or peer-to-peer bulk
file wire transmission. The vendor agrees to grant permission for USCS
to load the delivered property data onto the USCS mainframe computer
1ocated at the USCS National Data Center in Springfield, Virginia,
which houses the Treasury Enforcement Communications System (TECS).
Property data access is restricted and limited to users of the TECS
