Technology (NIST) intends to negotiate on a sole-source basis with Dr.
Steven M. Arrivo of New York, New York, for the setup, execution and
data collection of ultrafast laser spectroscopic experiments on studies
of ''Nanoparticle Surface, Liquid and Polymer Reaction Dynamics.''
Transient spectral data from solid-phase polymerization reactions,
heterogeneous phase surface oxidation and cyanation reactions as a
function of laser energy, temperature, solvent, and other experimental
parameters shall be analyzed. These experiments shall be extended to
other systems to obtain information on related mechanistic effects. The
contractor shall determine reactant dissociation, intermediate reaction
rates and intramolecular vibrational energy redistribution rates in
these systems as well as identify unknown transient species during
reaction. Deliverables shall be twelve monthly reports. All work shall
be performed at the NIST site in Gaithersburg, Maryland. The
contractor shall have established experimental and theoretical
expertise in studying molecular dynamics processes in various material
phases including liquids, gas-surface, and solid phases. Contractor
shall also demonstrate a complete understanding of
picosecond/femtosecond lasers, nonlinear optics, software/hardware
development and its implementation for multichannel infrared data
acquisition, and the ability to analyze experimentally obtained
ultrafast transient spectra. Particular focus areas shall include:
Broadband infrared apparatus modification; nanoparticle surface
chemistry; polymerization reactions; homogeneous catalytic reactions;
and heterogeneous oxidation reactions.--The period of performance shall
be one year with a one year option--Numbered Note 22--It is the
Government's intent to negotiate with Dr. Steven M. Arrivo, the only
