The Office of Personnel Management (OPM) is seeking qualified organizations interested in conducting a consumer satisfaction survey among enrollees in the Federal Employees Health Benefits Program (FEHBP). The selected organization will be expected to conduct the survey using the existing instrument, analyze the results, and report its findings according to the instructions in the RFP. There are currently 345 FEHBP health plans, with approximately 4.1 million Federal enrollees. The selected organization must be capable of surveying a sufficiently representative sample of this enrollee population to achieve statistically credible results by FEHBP health plan. OPM will facilitate access to FEHBP carriers for the purpose of collecting information necessary to the conduct of the survey, including enrollment statistics and names and addresses of enrollees from which, the survey sample will be drawn.
