POC Contracting Officer, Mr. D. N. Robertson, 206 220-7420 Provide
professional Architect-Engineering services for preparation of contract
documents, drawings, technical specifications and detailed cost
estimates. The project site is located at Oahu, Hawaii. The design will
be for demolition of 24existing housing units, construction of 92 new
family housing units and total site development. The units mixture will
be a combination of two, three and four bedroom multiplex townhouses
and three story nine-plex apartment buildings. The design willbe based
on the Government provided Design Development Documents. Topographic
survey will be responsibility of the A/E. Hazardous material survey and
soil investigation will be provided to the A/E by the Government. The
contract is for a single designwhich will provide for three separate
construction bid packages to be awarded over a period of four years.
Estimated construction cost for all three phases is in the range of $25
- $30 million.Contract award date is estimated to be July 10, 1995.
Qualified firms desiring consideration shall submit SF 255 including
organizational chart of key personnel to be assigned to this project,
current SF 254, and consultants current SF 254's.Submittals (one copy)
must be received by this office within 30 calendar days after date of
this publication or will not be considered. Significant evaluation
criteria in descending order of importance are: (1) Professional
qualifications relative tothe above work of design team members; (2)
Design team's specialized experience in related work; (3) Record of
performance on previous work; (4) Capacity of design team to accomplish
work in the required time giving consideration to the team's
currentworkload; (5) Design team's management and organization; (6)
Proximity and/or familiarity to the project site; (6) Minority and
women ownership and employment of principal firm and sub-consultants.

(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged business
enterprises toacquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is$500,000.
