GORDON, GEORGIA POC Steve Welch, 912/652-5657. CONTRACT INFORMATION:
A-E services are required for mobilization Master Planning Services at
Fort Gordon, GA. This will be a firm fixed price contract. The
contract is anticipated to be awarded in July 1995 and completed in
August 1996. This announcement is open to all firms regardless of size.
**2. PROJECT INFORMATION: The basic work will include preparing a Power
Projection Platform Capital Investment Strategy Plan. The plan will
include preparation of a narrative, tabular and graphic report defining
the facilities required to enable Fort Gordon to function as a Power
Projection Platform during the Crisis Response phase of mobilization.
The plan will evaluate the Facility Category Groups considered
essential to support the rapid rail and air deployment of troops
stationed at Fort Gordon. Work may also include preparing area
development plans for special project areas on the installation. This
contract will have an Option to update the Mobilization Component (MC)
of the Real Property Master Plan (RPMP) for Fort Gordon, GA. This
Component will provide a systematic time phased evaluation of Fort
Gordon's ability to meet mobilization requirements through facilities,
utilities, housing, land and engineering services. Work will include
updating and revising the Mobilization Master Plan Report; the
Mobilization Component Tabulation of Existing and Required Facilities
(MCTAB); and the Mobilization Site Plans along with any other
components associated with this work such as preparing area development
site plans for specific areas. Firms desiring consideration must have
a sound working knowledge and understanding of the U.S. Army Master
Planning Process, and capability in master planning, multidiscipline
engineering analysis and automated mapping. The required graphics and
related data will be prepared in a format compatible with Intergraph's
UNIX-based Clipper workstation running MGE/SX and Micro Station 32
software as well as INFORMIX for the non-graphic database management
system. **3. SELECTION CRITERIA: See Note 24 for general process. The
selection criteria in descending order of importance are: **a.
Specialized experience in the type of work described in Project
Information. **b. Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules. **c. Capacity to
accomplish the work in the stated contract period and to dedicate one
person in the following disciplines: planner, electrical engineering,
mechanical engineering, civil engineering, and CADD operation. **d.
Professional qualifications of key management and professional staff
members. **e. Extent of participation of SB, SDB, WOB, historically
black colleges and university and minority institutions in the proposed
contract team, measured as a percentage of the estimated effort. **f.
Location of the firm in the general geographic area of the project.
**g. Volume of DoD contract awards in the last 12 months as described
in Note 24. **4. SUBMITTAL REQUIREMENTS: Firms desiring consideration
must submit ONE (1) copy of SF 255 for prime and ONE (1) copy of SF 254
for prime and each consultant to the above address by 07 March 1995 to
be considered for selection. DEPTH OF PRIME and SUBCONTRACTOR
personnel in EACH discipline must be shown in Block 4 of SF 255, with
SUBCONTRACTOR personnel shown in PARENTHESIS or use SF 255 and SF 254
revised 11/92 to clearly identify the number of personnel in each firm
and discipline. COVER letters and extraneous materials are NOT desired
