PRIMARILY IN KY, BUT COULD INCLUDE IN, OH, MI, AND IL POC Contact Mrs.
Robin Woodruff, (502) 582-5598 1. CONTRACT INFORMATION: The proposed
services will be obtained by a negotiated Firm Fixed Price Contract.
The maximum amount of the contract shall not exceed $400,000.00, and no
individual contract shall exceed $150,000.00. The contract period is
one year from date of award, with an option to extend one additional
year with an additional ceiling amount of $400,000.00. 2. PROJECT
INFORMATION: The project consists of photogrammetric services,
topographic mapping, horizontal and vertical control surveys, route
location surveys, quantity surveys, land surveys, construction layout
surveys, hydrographic surveys and geodetic surveys. These services will
be used in the preparation of engineering design and construction
layout for Louisville District activities within the Louisville
District. The District is comprised of parts of Kentucky, Illinois,
Indiana, Ohio, and Michigan. All mileage computed in regard to a
particular work order will be measured from the Louisville District
office in Louisville, Kentucky. Personnel and equipment necessary to
obtain surveys of second and third order accuracy (NGS standards) are
required. Photogrammetric facilities must be capable of producing
topographic mapping that conforms to the National Map Accuracy
Standards. Hydrographic surveys capabilities must meet requirements of
U.S. Army Corps of Engineers EM 1110-2-1003 Hydrographic Surveying,
dated 28 February, 1991. Equipment and personnel to be used in
providing these services must be shown in the submittal. Hydrographic
surveys shall use totally automated systems with the capability of
positioning by use of a Differential Global Positioning System (DGPS).
Contractor must also have backup positioning systems in the event that
satellite transmission for DGPS positioning is interrupted, blocked or
not available. All work is to be performed under the supervision of a
Registered Land Surveyor. Firms must be able to submit survey and
mapping data in Microstation format (on either 9 track magnetic tape or
8 millimeter cassettes, using either UNIX CPIO utility or VAX copy
utility at 1600 or 6250 bpi, or in DOS ASCII on 5.25 inch or 3.5 inch
floppy diskettes formatted with MS-DOS, or DOS QIC cassette backup), 3D
Microstation design files (*.dgn), and typical field notes. Firms must
have the capability of complying with the U.S. Army Corps of Engineers
manual EM-1110-1-1807, Computer-Aided Design and Drafting (CADD)
Systems, 30 July, 1990. Firms must have the capability of using the
Global Positioning System (GPS) for geodetic control surveys. 3.
SELECTION CRITERIA: Submittals will be evaluated against the general
evaluation factors listed in Note 24 in descending order of importance.
Additional specific evaluation criteria is provided as follows. Resumes
must be included in the SF 255 indicating the professional
qualifications required for Professional Civil Engineer, Professional
Land Surveyor(s), Supervisory Cartographic Technician, Three
Stereoplotter Operators, Cartographic or CADD Technician, and three
3-person field parties. Specialized experience and technical competence
must be indicated in (a) Aerial Photography by precise aerial mapping
camera; (b) Orthophotography, (c) Stereoplotter compilation, (d)
Analytical aero-triangulation, (e) Photographic reproduction
capabilities, (f) Field Surveys (topographic and geodetic), (g)
Capabilities in Geodetic surveying using GPS, (h) Hydrographic
Surveying capabilities; (i) Creation of three-dimensional digital data
bases, derived from both Photogrammetric, Field Survey (total
stations) and Hydrographic methods compatible with the Intergraph CADD
system, and (j) G.I.S. - Geographic Information System - data
development and system design compatible with National Spatial Data
Transfer Standards (SDTS). 4. SUBMITTAL REQUIREMENTS: a. See Note 24
for general submission requirements. Firms which are interested and
meet the requirements described in this announcement are invited to
submit one completed SF 255 (Revision 11-92), U.S. Government A/E and
Related Services for Specific Projects to the office shown above. SF
255 (Revision 10- 83) is obsolete and only the 11-92 edition of SF 255
will be accepted. A detailed list of survey instruments by brand name,
a resume of all key personnel as requested above, and a summary of the
capability for surveying must also be submitted. Item 4 of SF 255
shall include personnel strength of the principle firm at the office
where the work is to be accomplished. Additional personnel strength,
including consultants, may be indicated in parentheses. All responses
on SF 255 to this announcement must be received no later than 4:30 pm
Local Time on the 30th calendar day after the date of this publication
to be considered for selection. The day following this CBD
announcement counts as day number 1. If the 30th day falls on Saturday,
Sunday or a U. S. Gov't. holiday, the deadline is the close of business
on the next Gov't. business day. b. It is requested that interested
firms list the fee amount and date of all DOD contracts awarded during
the last 12 months to the firm and all subsidiaries in Block 9 of the
SF 255. c. Responding firms must submit a current and accurate SF 254
for each proposed consultant. Additionally, all responding firms which
do not have a current (within the past 12 months) SF 254 on file with
the North Pacific Division, Corps of Engineers, must also furnish a
completed SF 254. If a SF 254 is included, only the 11- 92 edition of
the form will be accepted. The business size status (large, small
and/or minority) should be indicated in Block 3 of the SF 255.
Definition: A concern is small if the annual receipts averaged over the
past 3 fiscal years do not exceed $2.5 million. d. No other information
including pamphlets or booklets is requested or required. e. No other
general notification to firms under consideration for this project will
be made and no further action is required. Solicitation packages are
not provided for A/E contracts. This is not a request for proposals.
