(P70) SYSTEMS/PROGRAMS SOL N00039-95-R-0037(Q) POC David Marr, 02-31A,

primary purpose of this procurement is to obtain continued software
development, engineering and maintenance services and program
management support for the programs and systems within SPAWAR's
Command, Control, Communications, Computers and Intelligence (C4I)
Systems Directorate (PD70). This includes all Command Systems (CS),
Communications Support Systems (CSS) and Joint Maritime Command
Information Systems (JMCIS) programs. Additionally, this acquisition
will provide for the procurement of prime mission hardware and software
products and related miscellaneous hardware for the various PD70
programs/systems. Firm requirements are 180 staff years for support
services and $2M of hardware/software for a one-year period. Option
requirements for each of four subsequent one-year periods are 198 staff
years of support services and $2M of hardware/software. One ''staff
year'' equals 2,080 labor hours. The Government intends to award a Cost
Plus Fixed Fee contract for these requirements. The Standard Industrial
Classification (SIC) Code is 7373. This RFP will be transmitted through
the SPAWAR Bulletin Board System (BBS). The RFP will only be available
by calling the SPAWAR BBS, (703)602-9494, and downloading the RFP. The
Bulletin Board operates at 14,400 BAUD with a setting of 8:N:1. The RFP
will be in WordPerfect 5.2 or MS Word 2.0 format. The file will be
compressed by a shareware program, PKZIP 2.04G. The RFP file name is
95R0037.ZIP. To download this RFP, the prospective offeror will need at
a minimum, PC or MAC with modem emulation software that supports VT100
or ANSI standing, a modem that operates between 300 bps - 14.4K bps
and a minimum of 1.5 MEG free disk space. The RFP closing date will be
O/A 30 days after the release of the RFP. Prospective offerors are
required to supply the name and address of their company, the Point of
Contact's name and phone number on the on-line questionnaire in order
to be placed on the RFP's Bidders List. All others are also requested
to optionally provide answers to a questionnaire on electronic
contracting. Telephone inquiries for the RFP will not be honored.
Offerors who would like a copy of the RFP must access the bulletin
board. The bulletin board will be available 24 hours a day, seven days
a week. However, as the demand may be heavy, it may be necessary to
call repeatedly or on off hours. If any assistance is needed regarding

Offerors who would like a copy of the RFP and do not have access to a
modem may bring a high density, 3 1/2'' disk to the Contractor Liaison

Arlington, VA 22245-5200, Room 201, between the hours of 7:30am-4:00pm
