Phillips Laboratory/PKOV, Operational Contracting Division, Service Branch, Kirtland AFB NM, is seeking sources who can provide all required personnel, labor, equipment and materials, supervision, transportation, provide training and education for Air Force and civilian personnel, and management to collect, separate, and market recyclable materials and provide refuse collection and disposal services for base area and Military Family Housing Area Kirtland AFB NM. Materials to be recycled include, but may not be limited, mixed paper, newspaper, cardboard, paperboard, aluminum, aluminum cans, glass, plastics, steel, and batteries. The resultant contract will include the commercial/industrial portions of Kirtland AFB. Options to be considered are recycling collection the military family housing areas and yard waste composting. The resultant contract is expected be basic year with four one-year options. The SIC for Quality Recycling Program is 1731 with a size standard of $7.0 million gross receipts per year and Refuse Collection & Disposal Services is 4953 with a size standard of $6.0 million gross receipts per year. Firms responding to this announcement must indicate whether they are large, small. small disadvantaged, 8(a), and women owned business. The Government reserves the right to set aside this requirement for small disadvantaged business, or 8(a)s firms based on responses to this sysnopis.
