Presolicitation Notice: Furnish all labor, material and equipment
necessary to rehabilitate waterfront structures and repave asphalt
parking lot at U.S. Coast Guard Marine Inspection Office New York,
located at Battery Park in Manhattan, NY. Waterfront work includes
removal of timber piles, construction of a timber/concrete facing on
steel sheet pile bulkhead, construction of concrete closure wall,
installation of steel sheeting, placement of concrete by tremie method,
repointng of granite block seawall and fender system replacement. This
solicitation is issued pursuant to the Small Business Competitiveness
Demonstration Program and is open to large and small business
participation. The applicable SIC Code is 1629. This procurement is
estimated between $500,000 and $1,000,000. Plans and specifications
will be available o/a 02/22/95 upon submission of a certifed check or
money order in the amount of $10.00 made payable to the U.S. Coast
Guard. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU),has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
