The Naval Sea Systems Command is currently taking strides to improve the ship acquisition process through Acquisition Reform initiatives. Initiatives include the application of performance-based specification, commercial specifications and standards, and commercial buying practices to the Navy's acquisition process. We are inviting interested parties to provide ideas and recommendations for an acquisition process and strategies for a new ship design/construction program, the ADC(X). The ADC(X) will be an auxiliary ammunition/dry cargo Combat Logistics Force (CLF) Underway Replenishment (UNREP) shuttle ship, built largely to commercial specifications. Potential Acquisition Reform changes to the acquisition process will be developed by reviewing the contracting approaches utilized in the commercial sector by identifying any changes required to current Navy contracting practices, including, but not limited to, statutory requirements as well as FAR, DFAR, NAPS and other Government and DoD implementing instructions and directives. Interested parties will provide the Navy with recommendations for alternative approaches and solutions to the current restrictions and requirements of federal contracting.
