FOR PROFESSIONAL ARCHITECT/ ENGINEER DESIGN SERVICES TO BE PERFORMED
DURING A ONE-YEAR TERM WITH FOUR UNILATERAL ONE-YEAR RENEWAL OPTIONS
FOR PROJECTS LOCATED WITHIN CONNECTICUT, MAINE, MASSACHUSETTS, NEW
HAMPSHIRE, RHODE ISLAND AND VERMONT WITH CONSTRUCTION COSTS RANGING
FROM $50,000 - $1.6 MILLION. ALL PROJECTS MUST BE DESIGNED IN THE
METRIC SYSTEM OF MEASUREMENT. DESIGN SERVICES TO BE PROVIDED INCLUDE
FURNISHING PARTIAL AND/OR COMPLETE DESIGN OR TECHNICAL SERVICES WHICH
MAY INVOLVE ALL DISCIPLINES OR ONE OR MORE DISCIPLINES FOR A PROJECT OR
TECHNICAL SERVICES, INCLUDING ARCHITECTURAL, STRUCTURAL, CIVIL,
FIREPROTECTION, ESTIMATING, MECHANICAL, ELECTRICAL, GEOTECHNICAL,
DESIGN LANDSCAPING AND INTERIOR SERVICES FOR REPORTS, INVESTIGATIONS,
PLANNING, PROGRAMMING, SOIL INVESTIGATIONS, SITE SURVEY ANALYSIS,
UTILITY STUDIES, GEOTECHNICAL ENGINEERING SERVICES, ENVIRONMENTAL
STUDIES, ESTIMATING SERVICES, PRE-DESIGN SERVICES, PROJECT DEVELOPMENT,
CONCEPTS DESIGN, TENTATIVE DESIGN, WORKING DRAWINGS AND SPECIFICATIONS,
CONSTRUCTION/OBSERVATION MONITORING AND ADMINISTRATION SERVICES, POST
CONSTRUCTION CONTRACT SERVICES (SHOP DRAWING MATERIALS REVIEW) AND AS
BUILT DRAWINGS, OPERATION AND MAINTENANCE MANUALS, ALL WHEN SO
AUTHORIZED BY EXECUTION OF WORK ORDERS. IN ADDITION, PROJECT MANAGEMENT
AND INSPECTION SHALL BE INCLUDED AS AN OPTION ON PROJECTS DESIGNATED.
CONSIDERATION IS LIMITED TO FIRMS THAT HAVE AN ACTIVE DESIGN PRODUCTION
OFFICE WITHIN ONE OF THE SIX NEW ENGLAND STATES. JOINT VENTURE
ARRANGEMENTS WILL BE CONSIDERED AND EVALUATED FOR DEMONSTRATED ABILITY
TO PROVIDE A QUALITY DESIGN EFFORT. RESPONDENTS MUST DEMONSTRATE
CAPABILITY AND A PLANNED APPROACH TO PERFORM ALL CONTRACT SERVICES
WITHIN THE DESIGNATED GEOGRAPHICAL AREA OF CONSIDERATION. SUPPLEMENTAL
INFORMATION, SUCH AS REPRESENTATIVE EXAMPLES OF PRIOR RELEVANT
PROJECTS IS ENCOURAGED. SERVICES AS PRESCRIBED FOR EACH SEPARATE
PROJECT WILL BE A FIXED PRICE WORK ORDER AMENDMENT TO AN OPEN-END
SUPPLEMENTAL CONTRACT. THE TOTAL CUMMULATIVE FEE OF OPEN-END
SUPPLEMENTAL CONTRACT IS UP TO $750,000 FOR EACH ONE-YEAR PERIOD. A
SEPARATE FEE WILL BE NEGOTIATED FOR EACH WORK ORDER AMENDMENT. THE FEE
WILL BE BASED ON THE OVERHEAD, PROFIT, AND EMPLOYEE WAGE RATES AS
ESTABLISHED IN THE SUPPLEMENTAL CONTRACT. SELECTION WILL BE BASED UPON
THE FOLLOWING EVALUATION CRITERIA: 1. EXPERIENCE (35%) FIRMS
EXPERIENCE IN DESIGNING REPAIR AND ALTERATION TYPE PROJECTS WITH
CONSTRUCTION COSTS RANGING FROM $50,000-1.6 MILLION WITH EMPHASIS ON
FIRMS EXPERIENCE WORKING UNDER BUDGETARY AND SCHEDULING CONSTRAINTS. 2.
DESIGN ABILITY (25%) KEY PERSONNELS PAST EXPERIENCE WITH RESPECT TO
DESIGN AND COORDINATION OF REPAIR AND ALTERATION PROJECTS OF THIS SIZE
AND COMPLEXITY AND USE OF METRIC SYSTEM. 3. ORGANIZATION (25%) FIRMS
ABILITY TO MEET DESIGN AND CONSTRUCTION ADMINISTRATION AND SUPERVISION
REQUIREMENTS WITHIN THE DESIGNATED GEOGRAPHICAL AREA. 4. COST CONTROL
(15%) FIRMS ABILITY TO DEVELOP ACCURATE PROJECT BUDGETS AND CONTROL
COSTS DURING THE DESIGN PROCESS. THIS IS NOT A REQUEST FOR PROPOSALS.

LOCATED WITHIN THE NEW ENGLAND STATES OF CT, ME, MA, NH, RI AND VT.
SOLICITATION NO. GS-01P-95-BZD-0014. INTERESTED FIRMS SHALL SUBMIT
APPROPIATE DATA AS DESCRIBED IN NUMBERED Note 24. IN ACCORDANCE WITH
PUBLIC LAW 95-507, THE A/E WILL BE REQUIRED TO PROVIDE THE MAXIMUM
PRACTICABLE OPPORTUNITIES FOR SMALL BUSINESS CONCERNS AND SMALL
BUSINESS CONCERNS OWNED AND CONTROLLED BY SOCIALLY AND ECONOMICALLY
DISADVANTAGED INDIVIDUALS TO PARTICIPATE AS SUBCONTRACTORS IN THE
PERFORMANCE OF THE CONTRACT. AS PART OF ITS COMMITMENT TO SOCIOECONOMIC
INITIATIVES OF THE FEDERAL GOVERNMENT, THE GENERAL SERVICES
ADMINISTRATION HAS ESTABLISHED FOR FISCAL YEAR 1995 SUBCONTRACTING
GOALS OF 37.0 PERCENT FOR SMALL BUSINESS, 12.0 PERCENT FOR SMALL
DISADVANTAGED BUSINESS, AND 5.0 PERCENT FOR WOMEN-OWNED BUSINESS. IN
SUPPORT OF THE AGENCY EFFORTS, FIRMS SEEKING CONSIDERATION FOR THIS
CONTRACT SHOULD PROVIDE MAXIMUM PRACTICABLE SUBCONTRACTING
OPPORTUNITIES FOR SMALL, SMALL DISADVANTAGED, AND WOMEN-OWNED
BUSINESSES. THE USE OF SUBCONTRACTORS/ CONSULTANTS SHOWN ON THE
SUBMITTED SF 254'S WILL BE REFLECTED IN A SMALL BUSINESS AND SMALL
DISADVANTAGED BUSINESS SUBCONTRACTING PLAN INCLUDED IN THE CONTRACT.
FIRMS MUST ALSO PROVIDE A BRIEF WRITTEN NARRATIVE OF OUTREACH EFFORTS
MADE TO UTILIZE SMALL, SMALL DISADVANTAGED, AND WOMEN- OWNED
BUSINESSES. THE NARRATIVE SHALL NOT EXCEED ONE TYPEWRITTEN PAGE. AN
ACCEPTABLE SUBCONTRACTING PLAN MUST BE AGREED TO BEFORE CONTRACT AWARD.

CONTRACT IS OPEN TO BOTH SMALL AND LARGE BUSINESS CONCERNS UNDER THE
SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THE STANDARD
