CLEANUP PROJECT FOR FORT RILEY, KS SOL CBD&&&95020004 POC Contract
Specialist, NORMA M. REYNOLDS, (816) 426-6484 CONTRACT INFORMATION: A
firm fixed price indefinite delivery type contract will be issued for
Fort Riley, KS and related work for the Kansas City District for the
basic contract period of one (1) year with follow on options which may
extend the contract up to an additional four (4) years in one (1) year
increments. The total amount of the contract will not exceed
$20,000,000. A minimum of $400,000 in fee work will be issued under
this contract during the first year and $200,000 in each option year.
Delivery orders will be negotiated firm fixed-price and will be issued
as the need arises during the contract period. The project will
involve environmental related work at Fort Riley, KS, which is included
on the National Priority List. This announcement is open to all
businesses regardless of size. The contract is anticipated to start in
June 1995. If a large business is selected for this contract, it must
comply with FAR 52.219-9 regarding the requirement for a
Subcontracting Plan for that part of the work it intends to
subcontract. All large businesses are reminded that the successful firm
will be expected to place subcontracts to the maximum practical extent
with Small and Small Disadvantaged firms in accordance with Public Law
95-507. This plan is not required with this submittal, but must be
approved prior to award to any large business. The subcontracting goals
assigned to the KC District by USACE are 60.3% for Small Business,
including 9.8% for Small Disadvantaged Business and 2.9% for
Women-Owned Small Business concerns. For informational purposes the
small business size for this solicitation is one where the average
annual receipts of the concern and its affiliates for the preceding
three (3) fiscal years does not exceed $2.5 million, the Standard
Industrial Classification Code (SIC) is 8712. The plan is not required
with this submittal. PROJECT INFORMATION: This project will involve
environmental related work for Fort Riley, KS, under the jurisdiction
of the Corps of Engineers, KC District. All chemical sampling and
analyses shall be performed in accordance with KDHE, EPA and Corps
protocols. The chemical analytical laboratory used by the contractor
shall be validated by the Corps of Engineers Missouri River Division
(MRD). Some projects may have regulatory compliance schedules subject
to penalties. SELECTION CRITERIA: Selection will be based on the
following criteria: Items a through d are the primary selection
criteria listed in relative order of importance. The criteria listed in
paragraph e through g only will be applied as a tie-breaker. a.
Professional qualifications: (1) Responding firms shall demonstrate
professional capability in these disciplines: Civil, structural,
geotechnical, environmental, chemical, electrical, and mechanical
engineering; chemistry; risk assessment; and industrial hygiene. (2)
Professional registration of lead designers and project manager. b.
Specialized experience and technical competence. In Block 8 cite
whether the experience is that of the prime (or joint venture),
consultant or an individual. Work cited that is experience of the prime
(or joint venture) from an office other than that identified in block
3b shall be so labeled. Specific specialized experience includes: (1)
Experience in site investigations, subsurface exploration, chemical
sampling, testing and analyses, hazard evaluations and other
engineering studies and reports, design, preparation of plans and
specifications, cost estimating, field inspections, shop drawing
review, community relations, and other construction documents for a
variety of hazardous waste and environmental type projects including
but not limited to RCRA and CERCLA. (2) Expertise and capability is
required in geohydrology, with emphasis on computer generated ground
water modeling; chemistry, industrial hygiene; cost estimating; project
management; scheduling; community relations; remedial technology
evaluation and design; environmental remediation; and ecologic and
archeological investigations. (3) Knowledge and experience with the EPA
and KDHE regulations and practices pertaining to RCRA/CERCLA, including
the NCP. Experience in preparation of RCRA and CERCLA remedial designs
and engineering investigations and evaluations, with specific
experience in remediation of POL/UST, RCRA and CERCLA sites. (4)
Quality management procedures. Your Quality Control Plan should include
a presentation of managment controls, reviews and specific quality
control processes that will be used to insure a quality product/design.
Include a proposed organizational chart and a narrative description of
how the organization will function. (Cite in Block 10 of SF255.) (5)
Expertise in preparing drawings compatible with Intergraph Microstation
32 version 4.0.4 or higher. (Cite in Block 10 of SF 255.) (6)
Experience in the use of either MCACES Gold of Composer Plus should be
indicated. (Cite in Block 10 of SF 255.) c. Capacity in the required
disciplines to meet the schedule of the overall project and/or certain
phases. d. Past Performance on DoD and other contracts with respect to
cost control, quality of work, and compliance with performance
schedules. e. Location of firm in general geographical area of the
project. f. Extent of participation of SB, SDB, historically black
colleges and universities, and minority institutions in the proposed
contract, measured as a percentage of the estimated effort. g. Volume
of DoD contracts awarded in the last 12 months to the prime A-E firm.
(Cite in Block 10 of SF 255.) Interested firms must be capable of
transmitting files electronically for this project. SUBMITTAL
REQUIREMENTS. Qualified firms or teams of firms must, within 30 days of
the announcement, must submit an SF 255 to the address listed below no
later than close of business (4:00 PM Kansas City time) on the due
date stated above. Include the experience and qualifications of key
personnel who will be performing the work. See Note 24 for submission
requirements and evaluation factors. Specify the address of the office
the key person assigned to the project in Block 7C. Other firm offices
and subcontractor's staff and experience should be listed on a separate
sheet. Contract numbers, award dates, and total negotiated fees for any
DoD contract award to the parent and all branch offices of your firm
within the last 12 months must be addressed in Item 9 of SF 255.
Negative responses are required. Also, address your firm's approach to
quality control in Item 10 of the SF 255. Firms failing to respond to
these requirements may not be considered. Each firm/consultant listed
within the SF 255 must have a current SF 254 (submitted within the
last 12 months) on file with the Corps of Engineers, or one must be
submitted with this package. Only the November 1992 edition of the SF
254/255 will be accepted. Solicitation packages are not provided. This
