FOR FY96 FAMILY HOUSING PROJECT H-367, 252 REPLACEMENT UNITS, MOANALUA
TERRACE, NAVY PUBLIC WORKS CENTER, PEARL HARBOR, HAWAII SOL

(808) 474-6326 Services include, but are not limited to design and
engineering services for Site Engineering Investigation (SEI) and
evaluation for the replacement of 252 housing units at Moanalua Terrace
Housing Area, Pearl Harbor, Hawaii. The SEI and evaluation efforts
include site topographic surveys, soil investigations, site development
plans, cost estimates, identification of existing utilities, an
analysis and assessment of existing utilities, identification of
utility upgrades, and an all encompassing and comprehensive report of
the said items. If asbestos or hazardous materials exist, the
Architect-Engineer (A-E) contractor shall identify, report, and provide
instructions for their removal and disposal. The removal and disposal
instructions will be prepared as construction plans and specifications
and these documents will integrate all applicable rules and
regulations. The selected A-E may be required to participate in a
pre-fee meeting within seven days of notification and the fee proposal
will be required within ten days of the meeting. The initial design
and engineering services will include the SEI field investigation and
documentation. Follow-on phases of the project may include
post-construction award services; construction surveillance and
inspection services; operational and maintenance support information
services. The estimated construction cost is more than $10,000,000.00.
The estimated start and completion dates for the SEI services are
April 1995 and March 1996, respectively. This scheduled performance
period includes the Government's review of the delivered documents. The
A-E's fee proposal will be subject to an advisory audit of the Defense
Contract Audit Agency. The following selection evaluation criteria
will be used, in the following relative order of importance, during the
evaluation of A-E firms: (1) Professional qualifications of firm and
staff for developing and preparing SEI reports for new Navy Family
Housing construction projects or housing subdivision site engineering
investigation; including, developmental planning, cost estimating, and
project layout. (2) Specialized recent experience and technical
competence of firm or particular staff members for the development and
prepartion of SEI reports for new Navy Family Housing construction
projects or housing subdivision site engineering investigation;
including, developmental planning, cost estimating, and project layout.
(3) Capacity to accomplish the work within the required time. (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules. (5) A-E firm's design quality control
practices/techniques. (6) Location in the general geographical area of
project and knowledge of the locality of the project; provided, that
the application of this criterion leaves an appropriate number of
qualified firms, given the nature and size of the project. (7) The
volume of work previously awarded to the firm by the Department of
Defense (DoD) shall also be considered, with the objective of effecting
an equitable distribution of DoD A-E contracts among qualified A-E
firms and firms who may have not had DoD contracts. (8) Use of Small or
Small Disadvantaged or Women-owned Small Business firms shall also be
considered. Subcontracting Plan is required from all large business
firms whose proposed fee is over $500,000.00. Each firm's past
performance and performance rating(s) will be reviewed during the
evaluation process and can affect the selection outcome. A-E firms
which meet the requirements described in this announcement are invited
to submit a complete and updated Standard Form (SF) 254, Architect
Engineer and Related Services Questionnaire, and SF 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project, to the office shown above. A-E firms utilized by the prime A-E
must also submit completed Standard Forms 254 and 255. Only one copy of
each form is required. IN BLOCK 10 AND AN ADDENDUM THERETO, IF
NECESSARY, STATE WHY YOUR FIRM IS SPECIALLY QUALIFIED BASED ON EACH OF
THE ABOVE SELECTION EVALUATION CRITERIA. FOR SELECTION EVALUATION
CRITERIA ''(2)'', PROVIDE THE FOLLOWING INFORMATION FOR ONLY THE STAFF
PROPOSED FOR THIS WORK USING THESE COLUMN HEADINGS: ''NAME'',

the experience and location of the participants who will do the work.
Firms interested in this announcement must respond within 30 days of
publication date to be considered. Firms must submit forms to the
Contracts Department by 2:00 p.m. HST, on the closing date. Should the
due date fall on a weekend or holiday, Standard Forms 254 and 255 will
be due the first workday thereafter. This is not a request for a
