D -- MODIFICATION OF EXISITING ARKIVE ELECTRONIC ANESTHESIA RECORD SYSTEM SOFTWARE SOL RFP 664-21-95:GO DUE 040195 POC Contact Point, Mike Wojcieszek, (619)552-7552, Contracting Officer, Gerald Olliges, (619)552-7491 The VA Medical Center - San Diego intends to procure, on a sole source basis, the modification of existing proprietary software utilized by the VA Medical Center's Anesthesiology Service on its ARKIVE Electronic Anesthesia Record System. The current system allows only one way transfer of patient information (i.e., from the Medical Center's primary computer system to the ARKIVE system). The purpose of this procurement is to have the ARKIVE system software modified to also permit the automatic transfer of certain ARKIVE system data to the Medical Center's primary computer system. The intended contractor is Arkive Information Systems Inc., San Diego, CA. This sole source acquisition is justified under 41 U.S.C. 253(c)(1). Award to any other source than Arkive Information Systems Inc. would result in a substantial duplication of cost to the Government that would not be expected to be recovered through competition since the Arkive system to be modified has proprietary hardware and software.
