The contractor must provide launch operations support at Cape Canaveral Air Force Station, FL. Effort required under the contract includes support functions such as operation of spacecraft service facilities (which provide pre-launch support) and DoD spacelift communications networks, clean-room and aerospace ground equipment maintenance, and airfield operations. A cost-plus-award-fee contract is anticipated which will include a two-part phase-in, an eleven-month basic period, and four one-year options. The contractor must possess the required clearances by contract award. The applicable SIC code and small business size standard for this acquisition are 8744/$20M. Full and open competition procedures will be used. The RFP issue date of 1 Mar 95 and proposal due date of 15 Apr 95 are tentative only. Proposals will be evaluated using technical/management and cost factors. Assessment criteria in the form of soundness of approach/understanding the requirement will be applied to the technical/management factors, cost will be evaluated for completeness, realism, and reasonableness.
