Officer, 205-895-1113. The U.S. Army Engineer Division, Huntsville, has
been designated by Headquarters, U.S. Army Corps of Engineers to
provide the advisory and assistance support required by the Office of
the Deputy Undersecretary of Defense (Environmental Security)
(ODUSD(ES)). The ODUSD(ES) develops policy and guidance which asserts
the DOD's national leadership position in environmental protection and
regulatory compliance. The ODUSD(ES) centrally manages the Defense
Environmental Restoration Program (DERP) under the principle of the
''Four Pillars'' (Cleanup, Compliance, Conservation, and Pollution
Prevention) with the augmentation of safety, fire protection and
occuptaional health. These activities take place at Formerly Used
Defense Sites (FUDS), active military installations, and installations
under Base Realignment and Closure (BRAC) actions. These sites can be
located in the continental United States or outside the continental
United States. The ODUSD(ES) and the Defense Environmental Support
Office requires technical support in the form of advisory and
assistance services in all areas of the ''Four Pillars'' safety, fire
protection and occupational health to effectively execute their
assigned missions in view of the dynamic regulatory setting of military
installations and the evolving national and international environmental
issues. The Contractor shall maintain the capability to perform on a
short reaction time basis. The contract will be a requirements type
with delivery orders to be issued against it for a base period of one
year with three one-year options. The total amount of the contract will
not exceed $30 million (including options). There is a requirement for
the contractor's office to be located within 25 miles of ODUSD(ES)
which is located at the Pentagon, Arlington, Virginia. This contract
activity must meet the requirements of the Federal Information Resource
Management Regulations (FIRMR). While this procurement is on an
unrestricted basis, a 15 percent goal is established to insure that an
appropriate level of small disadvantaged and women owned businesses
will be used. Small business concern means a concern, including its
affiliates, that is independently owned and operated, not dominant in
the field of operation in which it is bidding on Government contracts
and qualified as a small business under the criteria and size standard
in 13CFR121. The supplies or services to be procured under this RFP
are classified as Standard Industrial Classification Code 8711. To be
considered a small business under SIC 8711, the average annual receipts
of the concern and its affiliates for its preceding three fiscal years
must not exceed $2.5 million. This is not a Request for Proposal
(RFP). The RFP will be issued on or about 10 Mar 95 and will close on
or about 17 Apr 95. All responsible sources may submit a proposal which
will be considered. Interested persons shall request, in writing, a
copy of the solicitation. Telephone requests will not be honored.
