The contractor is required to conduct (1) an area-specific FMR survey that produces a point estimate of the 45th percentile two-bedroom rent that can be used to re-benchmark FMRs and (2) a survey which obtains longitudinal inform. on rents. The collected data will be used to derive indices of annual changes in rents, which in turn will be used to update FMRS and the rents of units already under contract in the nonmetropolitan and metropolitan parts of the 10 HUD regions. The period of performance is 48 months. Per year the contractor shall conduct an estimated 60 area-specific FMR surveys, conduct 20 longitudinal annual adjustment factor (AAF) surveys, and conduct research, as required by HUD, on ways to improve the FMR and AAF estimation process and in interpreting survey results. High levels of telephone and data processing technology and staffing are necessary for success. The incumbent is Macro International (Contract DU100C000005876).
