Officer, (303) 248-6043. It is the intent of the Department of Energy
to acquire project engineering, site management, remediation, and other
scientific services under two (2) contracts in support of the Grand
Junction Projects Office, Grand Junction, Colorado. These contracts
will provide a full spectrum of environmental restoration, waste
management, and project management activities. DOE proposes to award a
Technical Assistance and Remediation Support Services contract to
provide for engineering, design, and construction services through
long-term surveillance for assigned GJPO projects. The Technical
Assistance and Remediation Support Services contract will include
current projects such as the Monticello Remedial Action Project,
Monticello, UT, Uranium Mill Tailings Remedial Action Groundwater
Program, and GJPO Waste Management Program. DOE also proposes to award
a Facilities and Operations Support Services contract for the
operation and maintenance of GJPO on-site facilities and scientific
laboratories. Both contracts will be awarded on a cost reimbursement,
level-of-effort basis for a three-year base period with two (2)
one-year options. Contract award is anticipated during the third
quarter of FY1996. This is a presolicitation notification as provided
under FAR 15.404 and is not considered an RFP or IFB. The proposed two
contracts are being considered for 100 percent small business
set-asides. Interested small business concerns should respond not later
than 15 days after publication of this notice by providing evidence of
their capability to perform either scope of work under SIC Code 8744
with a not-to-exceed size standard of 500 employees. Firms responding
should indicate whether or not they are a small business, small
disadvantaged business, or 8(a) business in accordance with the
referenced SIC Code. The Dept. of Energy reserves the right to set this
acquisition aside for one of the above categories pending responses
hereto. Interested firms should submit capability statements not to
exceed five pages, single-sided, which provide an overview of the
firm's proposed methodology and experience in performing either scope
of work for this effort. The Government anticipates releasing draft
Statements of Work for industry review and comment on March 8, 1994.
DOE will conduct a one-day presolicitation conference on March 29,
1995, at the Grand Junction Projects Office for all firms responding to
this notice and expressing an interest in this procurement. Draft
portions of both RFP's will be made available during the next 90 days
for comment through the Internet System or by mail. Firms should
indicate their preference for Internet or mail in receiving draft
copies. The draft files can be accessed utilizing File Transfer
Protocol, on both Macintosh and IBM computer systems in Microsoft Word
format at FTP.server 198.51.238.10 or, hopefully by that date,
FTP.DOEAL.GOV. Contact the AL Help Desk, 505-845-4357 to report
