Design Build contracts to provide limited design services and full construction services for mechanical improvements to the Harold Washington Socical Security Center at 600 West Madison Street in Chicago, Illinois. The estimated total construction cost for this project is between $10,000,000 and $20,000,000. The work will include the design and installation of a complete energy management system for the building based upon provided performance specifications - THIS IS THE ONLY DESIGN REQUIRED IN THIS CONTRACT. Construction work based on complete construction documents provided by the Government include but are not limited to the following: replace chillers, provide ice making chiller units, replace heating plant and equipment, duct cleaning and replacement, replace mixing boxes, fire sprinkler system modifications, disconnection of existing luminaire cooling system, replacement of ceiling tiles, and retrofit of existing light fixtures. This project will also include a maintenance option. The Social Security Center is currently occupied and will be remain fully occupied without available swing space throughout the construction of this project. All work in occupied areas of the building must be done after normal business hours (6:00 am to 6:00 pm). The project is scheduled for award in August of 1995. Completion time for this project is 720 calendar days. The offer will consist of a technical and price proposasl. A Single-Phase evaluation process will be used. Offeror selection will be made based upon the following Evaluation Criteria which are in descending order of importance: Quality Control Plan; Past Performance on similar projects; Compliance with Contract Requirements for Energy Management System; and Key Personnel Qualifications. In addition to the documentation rerquired to illustrate the Evaluation Criteria, offerors will submit a price proposal and subcontracting plan. Price is not equal to the combined weight of technical factors. For this solicitation, technical factors are more important than cost or price. As proposals become more equal in their technical merit, the evaluated cost or price becomes more important. Final Selection will be to the reaponsible offeror whose proposal is most advantageous to the Government considering both technical factors and price. The total estimated cost for the work covered by this solicitation is between $10,000,000 and $20,000,000. Funding is currently available. Speciifcations will be available on or about March 10, 1995. Closing date and time of submittal of offers is April 13, 1995 at 4:00 P.M. (Local Time). Offers will be opened privately. The number of proposals received, the identity of offers, the amount of any offer or relative standing of any offer will not be disclosed. This project is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. Therefore, responses from both small and large business concerns will be considered and evaluated for selection. Award to the successful offeror, if not a small business concern, may be contingent upon submission and approval of an acceptable subcontracting plant. There will be a $50.00 non-refundable charge for each set of specificatins. Payment must be in the form of a money order, cashier's check or certified check made out to the General Services Adminstration.
