Officer, 201-724-5391 EMAIL=pmilen. The U.S. Army ARDEC as a
requirement to purchase in FY95 up to 5,000 each M2 SLAMs 800 each M3
DAMs and 10 each M299 Training Kits. Included in the solicitation will
be options for FY96 quantities to support Army and Navy requirments
totaling up to 9,500 each M2 SLAMs, 1774 each M3 DAMs and 37 each M299
Traning Kits. The M2, M3 and M299 must be manufactured in accordance
with Government approved Technical Data Packages (TDPs). The
manufacture of these items requires expertise in the following areas:
(a) Electronics - Circuit card manufacture and assembly, flex circuitry
assembly, custom IC assembly, surface mounted component assembly,
assembly of electro-static discharge sensitive components, high
reliability soldering in accordance with ANSI-J-STD-001 (with ARDEC
supplement), assembly of electro-explosive devices (detonators and
piston actuators). Expertise is also required in the acceptance testing
and function testing of electronics both at the component and assembly
levels. (b) Energetics - Manufacturing/pressing of energetic materials
for the warhead and firing train, assembly/loading of energetic
materials into the M2 and M3, and the military packaging of the end
items. Capability must include experienced personnel, manufacturing
methods and processes, and adequate facilities to conduct these
operations. (c) Mechanical Manufacturing - Manufacturing of warhead
liners for explosively-formed penetrators, cast and machined metal
parts, and plastic parts. Fabrication of the unit pack requires
expertise with glass, fiber-filled polyurethane. Experience is
necessary in applying various chemical finishes in accordance with
MIL-STD-171. The final assemblies require integration of mechanical and
electronic parts into the laser welded housing. (d) Quality -
Capability in the use of statistical quality control procedures, the
design and fabrication of gages and test equipment, training of
qualified personnel, and compliance with quality assurance requirements
contained in the TDP. (e) Testing - Component First Article Test (FAT)
and component Lot Acceptance Tests (LAT) are the responsibility of the
contractor. Prospective contractors must have a complete understanding
of the electronics function test requirements, explosive train and
warhead performance test requirements, test equipment requirements, and
sample size determination. Prospective contractors must posses a valid
security clearance and storage capability of secret. Classified
material in accordance with the security classification guide, Nov 91
for SLAM is not releasable to foreign nationals/contractors. Therefore
